Call to Order Chairman Monaghan called the meeting to order at 3:30 p.m. 2. Approval of Minutes (October 14, 2005) Commissioner Thornton moved, seconded by Commissioner Dover, that the minutes of the meeting of October 14, 2005 be approved. The motion carried. 3. Consider Action on Letter of Resignation from Matt Benoit, Interim Director of Civil Service. Chairman Monaghan made reference to Matt Benoit's letter of resignation as Interim Director of Civil Service. Commission Dover moved, seconded by Commissioner Thornton, that said resignation should be accepted. The motion carried. Chairman Monaghan expressed the Commission's appreciation for the services provided by Mr. Benoit in this interim period. Minutes of the Civil Service Commission Meeting November 18, 2005 2 4. Deliberation Of The Appointment Of Civil Service Director, As Authorized By Section 551.074 Of The Texas Government Code 5. Consider Appointment of Director of Civil Service Chairman Monaghan remarked that Mr. Benoit recommended the Commission consider David Winney, the City's Director of Human Resources, as the permanent Director of Civil Service. Commissioner Thornton stated that he had met with Mr. Winney and was definitely in favor of his service as the Director. Chairman Monaghan expressed that he, too, had met with Mr. Winney on an individual basis, and moved that the Commission accept Mr. Benoit's recommendation. Commissioner Thornton seconded the motion, which carried. Commissioner Dover stated that while he had not had the opportunity to meet privately with Mr. Winney, he had the utmost confidence in him, based upon Mr. Benoit's recommendation. Mr. Winney provided copies of his resume to the Commission members. 6. Update on Police Department (Chief Bachman) Chief Bachman noted the department is short six officers, and another officer is due to retire at the end of the month. He has discussed with Mr. Winney the possibility of recruiting at various colleges in May 2006. The semester would be at an end; the students could complete their tests and apply with the Department. He anticipates one to two more officers retiring or leaving the force by that time, so there will probably be 10 -12 in the next class. Chairman Monaghan asked if the department was happy with the changes in the training program. Chief Bachman expressed his overall satisfaction. 7. Adjourn Chairman Monaghan declared the meeting adjourned at 3:36 p.m.
