I. Welcome & Introduction
Judge Gossom, the TPC vice - chairperson, called the meeting to order at 8:33 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non - Agenda Items
Judge Gossom asked for any comments from the public on any of the agenda and non - agenda
items. There were none.
III. Review and Approval of the Transportation Policy Committee's (TPC's) July 27, 2011
Meeting Minutes (p. 7)
Judge Gossom asked for comments to the July 27, 2011 TPC minutes. There were none. Mr.
Ingle motioned to approve the minutes as presented. Mr. Smith seconded the motion, which the
TPC committee unanimously approved.
IV. Review and Approval of the Transportation Policy Committee's (TPC's) August 24, 2011
Meeting Minutes (p. 13)

Judge Gossom asked for any comments concerning the August 24, 2011 TPC Meeting Minutes.
There were none. Mr. Schreiber motioned to approve the minutes as presented. Mr. Wilde
seconded the motion, which the TPC committee unanimously approved.
V. Review and Comment Regarding the Technical Advisory Committee's (TAC's) October
5, 2011 Meeting Minutes — No Action Required (p. 16)
Judge Gossom asked for any comments regarding the October 5, 2011 TAC Meeting Minutes.
There were none, the committee moved on to the next agenda item.
VI. Review and Approve Revisions to the 2011 -2014 Transportation Improvement Program:
TxDOT Prop 12 Project Selections and FY 2011 FTA Transit Grant Program of Projects
(p. 21)
Mr. Barnett directed the committee's attention to the 2011 -2014 Transportation Improvement
Program (TIP) on page 21 of the meeting packet. Mr. Barnett explained to the committee the
two new Proposition 12 projects that have been added to the TIP on pages 27 and 28. He
asked for any comments or questions regarding the projects added. There were none. Mr.
Barnett directed the committee's attention to the FY 2011 FTA Transit Grant projects on page
34 of the meeting packet where he explained to the committee the Program of Projects for FY
2011.
Judge Gossom asked for any other questions concerning the revisions to the 2011 -2014
Transportation Improvement Program. He received none. Judge Gossom then asked for a
motion to approve the TIP. Mr. Wilde made the motion to approve the revisions. Mr. Ingle
seconded the motion, which passed unanimously.
VII. Review and Approve Revisions to the 2010 -2035 Metropolitan Transportation Plan
Project List: New Project Additions (See Enclosure)
Mr. Arbeau directed the committee's attention to the Metropolitan Transportation Plan Project
List. He explained to the committee there were 15 new projects added to the list and presented
a map to the committee of where the projects were located inside the MPO boundary.
Judge Gossom asked for any questions or comments concerning the revisions for the MTP
project list. He received none. Judge Gossom then asked for a motion to approve the MTP. Mr.
Ingle made the motion to approve the document. Mr. Schreiber seconded the motion, which
passed unanimously.
VIII. Review and Approve the 2011/2012 WFMPO Prioritized Project List (See Enclosure)
During this time, Judge Gossom had to leave for another meeting. He appointed Councilor
Smith to act as chairperson for the remainder of the TPC meeting.
Mr. Arbeau directed the committee's attention to the Prioritized Project List. He explained to the
TPC that the TAC decided to remove projects that were considered maintenance or bridge, and
projects that were classified as "Various Areas" from prioritization.

Below are the projects that were revised within the document:
• RH -01 TX will be moved from high priority to top of medium priority
• MO -01 WC, and MO -11 WF will be grouped together as one project and moved to top of
medium
• RH -07TX will be moved to the bottom of medium priority
• MO -04TX and RH -15TX will be grouped together as one project
• MO -24TX will be removed from the list
Councilor Smith asked for any more comments concerning the prioritized project list. There
were none. He asked for a motion to approve the document. Mr. Ingle made the motion to
approve the document. Mr. Wilde seconded the motion, which passed unanimously.
IX. Other Business
A. Discussion & Overview of Progress on Local Transportation Projects — City and
TxDOT staff (Quarterly Review)
City Report: Mr. Schreiber stated the Beverly drainage project from 10th street to Seymour
Highway was 55% complete and moving along well. He reported that the 2011 Street
Rehab Project was ahead of schedule and was 80% complete. Mr. Schreiber stated future
scheduled projects will be the 2012 downtown water BUIP installation from Scott St. to 8th
St. is scheduled to begin in 2012. He stated that various locations across the city in need
of rehabilitation will include Taft, Southwest Parkway, Midwestern Parkway, McNiel
Avenue, Kell Blvd, and FM 369 will begin in 2012. Lastly, the Lawrence Road realignment
is expected to begin January of 2012.
TxDOT Report: Mr. Kelley reported work on the hike and bike trail section from Hamilton
Park to Scott Street was progressing and anticipates completion by November 17th. Mr.
Kelley reported the construction on Maplewood from Midwestern Pkwy to Kemp for the
installation of breakaway light poles was complete. He stated the project on McKinney
Road to the Clay County Line for mill and overlay is awaiting pre- construction meeting. On
the frontage road, from FM 369 to Fairway Blvd., the project has been let and should begin
the first of November.
B. MPO Quarterly Financial Report (3rd Quarter FY 2011 - April, May, June) (p. 51)
Mr. Barnett reported on the third quarter expenses for the MPO. He stated the MPO has
spent 43.23% of its allocation.
Mr. Barnett asked for any other questions or comments about the third quarter report.
Receiving none, he moved on to the next agenda item.
C. WFMPO Future Funding: Deobligation of FY 2011 Carry Over Funds for
Reallocation as FY 2012 WFMPO Transportation Planning Funds (p. 55)
Mr. Barnett informed the committee of the future funding for the MPO. He stated that the
FY 2011 carry over funds will now be allocated as FY 2012 primary funds. Mr. Barnett
stated that unless Congress passes a continuing resolution for SAFETEA -LU, or passes a

new transportation reauthorization bill; this will be the plan for the USDOT /FHWA. This
plan will keep most MPO's operating through the first quarter of FY 2012
D. Boundary Analysis and Support for "Grandfathering" the WFMPO (p. 58)
Mr. Barnett informed the committee that Mayor Barham signed a letter in support of
`Grandfathering' in existing MPO's with less than 200,000 in population. Mayor Barham
sent the letter to Representative Thornberry requesting his support of the grandfathering
clause in the draft transportation reauthorization bill.
E. Other Items
Mr. Barnett discussed the Coordinated Call for Projects grant. He informed the committee
that if the MPO is awarded the grant money, approximately $2.1 million dollars, it would be
used for construction of the downtown transit hub. Mr. Barnett stated that he must submit
the grant application to TxDOT PTN in Austin by December 1, 2011. If the City qualifies for
funding then TxDOT will inform us by April 2012
Councilor Smith asked the committee if there were any other items for discussion. There
were no other comments or business.
