Welcome & Introduction Mayor Barham called the meeting to order at 2:04 p.m. Introductions and role call was completed. II. Public Comment on Agenda and Non - Agenda Items Mayor Barham asked for any comments from the public on any of the agenda and non - agenda items. There were none. III. Review and Approval of the Transportation Policy Committee's (TPC's) July 21, 2010 Meeting Minutes Mayor Barham asked for comments or corrections to the July 21, 2010 TPC minutes. There were none. Mr. Watts motioned to approve the minutes as presented. Mr. Wilde seconded the motion, which passed unanimously. WICHITA FALLS MPO TPC MEETING November 3, 2010 PAGE 1 �J IV. Review and Comment Regarding the Technical Advisory Committee's (TAC's) October 6, 2010 Meeting Minutes - No Action Required Mr. Barnett informed the Policy Board the TAC committee reviewed the West of Kemp Mobility Study at the meeting. MPO staff will present the final executive summary report in January to the Policy Committee. The Prioritized Project List was also reviewed. Mr. Barnett commented that the TAC meeting was very productive. There were no further comments. V. Review and Approve the November 2010 Amendment to the 2010 -2035 Metropolitan Transportation Plan (MTP): Add Transit Revenue Forecast and Estimated Project Expenditures; Add Seymour Hwy. /Barnett Road Bicycle and Pedestrian Trail Project Handouts of the updated 2010 -2035 MTP Project List were distributed to attendees. Mr. Barnett discussed the amendments and revisions to the list. He informed the Policy Board of the directive from the TxDOT Public Transportation Division (PTN Austin) to include a transit revenue forecast table and estimated capital, operations, and planning costs for the Wichita Falls Transit System a.k.a. "Falls Ride" from 2010 through 2035. Mr. Barnett illustrated how the funding, revenue, and projected expenditure estimates were developed using historical data and added to the list in 5 year increments. As of this revision, the MTP lists transit projects separately from all other transportation projects. Two new transportation projects (roadway and bicycle /pedestrian) were added to the list as well. The new projects included the Hike and Bike Trail along Barnett Road and Seymour Highway, which gained funding through an enhancement grant awarded by the Texas Transportation Commission, and the relocation of the Fairway exit ramp on the Kell West Freeway. TxDOT will move the ramp to increase safety at this exit. Mayor Barham asked for any additional comments regarding the MTP update. None were received. Mr. Wilde motioned to approve the amendments as presented. Mr. Watts seconded the motion, which passed unanimously. VI. Review and Approve the November 2010 Amendment to the 2011 -2014 Transportation Improvement Program (TIP): Add FY 2010 Transit Grant Allocation of Section 5307 Funds for "Falls Ride" Transit System Mr. Barnett provided a brief summary of the WFMPO Transportation Improvement Program and touched on the update process. He indicated that due to time constraints the FY 2010 Transit (5307) Grant is now included under the 2011 -2014 TIP amendments. Design and construction of the new Transit Hub (estimated at $5 million) constitutes the main portion of that grant (TIP Amendment). Ms. Marlow then outlined the two new projects from the STIP (Statewide Transportation Improvement Program) which were also added: Fairway Exit Ramp at Kell Blvd. and the Hike & Bike Trail along Seymour Hwy. /Barnett Road (awarded in the 2010 Enhancement Grant). Projects can now be financially constrained and move forward in the letting process. That concluded Ms. Marlow's and the MPO Directors remarks. Mayor Barham asked for a motion to approve the 2011 -2014 TIP Amendments. Mr. Watts made the motion to approve the revised project list. Mr. Tegtmeyer seconded the motion, which was unanimously approved. VII. Review and Approve the 2010/2011 Wichita Falls MPO Prioritized Project List WICHITA FALLS MPO TPC MEETING November 3, 2010 PAGE 2 i Handouts of the updated 2010/2011 Prioritized Project List were distributed to attendees. Mr. Barnett informed the Policy Board that this year's list was reconfigured using a scale from 1 -10, 10 being the highest score. Scores for each project were compiled from TAC members, averaged, and graded from high to low. The list presented is the by product of that voting process. The Director stated all of the projects listed were new - facility or added mobility type projects. No preventive maintenance projects were included in the prioritized list. The Policy Board reviewed the list and recommended the following changes in the prioritization of the list: ➢ MO -01TX (I1-1-44) minor edit to the description ➢ RH -07TX (IH -44, US 287, Spur 325) move from "LOW" to "MED" classification (5.0 score) ➢ BR -17TX (SP 325) adjust score from 7.0 to 7.375 to match MO -09TX The Policy Board concluded its review. No additional changes were made to the project list. Mayor Barham asked for a nomination to approve the list with revisions. Mr. Wilde made the motion to approve the revised project list. Mr. Watts seconded the motion, which was unanimously approved. Mayor Barham asked for any other comments on the TxDOT Travel Survey. There were none. VIII. Other Business: A. Discussion & Overview of Progress on Local Transportation Projects — City and TxDOT staff (Quarterly Review) TxDOT Report: Mr. Kelley informed the Policy Board the US 82 Main Lanes project (ID 1) is complete except for vegetative status. The Hike & Bike Trail — Phase 3 project (ID 2) could see some delays and push completion into next year. Construction of ADA Curbs and Ramps (ID 3) project along Scott Street is 50% complete; Upgrade Highway Illumination project (ID 4, 5, 6, 7) is underway. Railroad Crossing project (ID 8) along Kell Frontage Road still needs some repair work and striping but is nearing completion. The Pavement Markings project (ID 9 & 10) for the Kell East main lanes is complete. And the project to Install Median Barrier (ID 11) along US 277 let in August 2010. The TPC was very pleased with the restriping project along Kell East and complimented Mr. Tegtmeyer and his staff. City Report: Mr. Schreiber provided the City of Wichita Falls update. He informed the Policy Board the Faith Village Drainage Phase II & III project (ID 1) is 95% complete and nears completion. Drainage Improvements (ID 2) and Alley Rehab (ID 3) are underway around the City. The 2010 Street Rehab Project (ID 4) is 60% complete. The Downtown Intersection Enhancement Project (ID 5) near 8`h /Scott/Lamar /Indiana has been awarded and should be started in early December. Hike & Bike Trail (ID 6) project along Seymour and Barnett is in the design /environmental assessment phase. (ID 7) 2011 Street Rehab Project should be awarded in March 2011. Mr. Watts inquired as to the design and safety of the intersection at US 277/SH 258. Mr. Kelly will review the intersection and make any pertinent changes /improvements. MPO Quarterly Financial Report (3`d Quarter FY 2010 — April, May, June) Mr. Barnett directed the Policy Boards' attention to the snap shot of 3`d quarter expenses in the meeting packet. Mr. Barnett stated expenditures at the end of June were $180,679. He hinted the standard carry -over for the WFMPO may be slightly higher than usual at the end of the fiscal year. As a result there is the distinct possibility a future in- house study could look at fuel alternatives (for City vehicles) or traffic safety study (for MPO area) could be undertaken. A final decision is still pending. C. Update on West of Kemp Mobility Study Mr. Barnett informed the TPC that the consulting firm of LAN Inc. is currently completing technical memorandums and the final report documentation for the Mobility Study. The purpose of this study is to present fair and unbiased analysis of viable mobility options to the TPC to allow them to make informed decisions regarding possible north /south mobility recommendations for the area. As a result, in coming weeks staff will review report information and findings to develop a final presentation for the TPC in January 2011. This presentation will summarize the alternatives and design- making process. It will present the information in an executive summary manner. D. Update on 2010/2011 Environmental Justice Annual Report The EJ report is derived from the Prioritized Project List and can now be completed. Staff will present the 2010/2011 EJAR in January 2011. E. Other Items Mr. Barnett distributed the 2011 MPO Meeting Calendar to the attendees. He also informed the Policy Board of the creation of the Transportation Planner I entry-level position and the current process to fill the spot. Mr. Arbeau informed the Policy Board of major changes coming to the Wichita Falls MPO website. There was no other discussion. IX.
