Welcome & Introduction Mr. Barnett, the TAC chairperson, called the meeting to order at 10:05 a.m. and welcomed everyone in attendance. He informed the committee that Mr. Norm Standerfer retired from the City. Mr. Barnett will contact ACM for replacement. II. Public Comment on Agenda and Non - Agenda Items Mr. Barnett asked for any public comments on agenda and non - agenda items. There were none. III. Review and Approval of the July 6, 2011 Technical Advisory Committee's (TAC) Meeting Minutes Mr. Barnett asked for any comments or corrections to the July 6, 2011 minutes. Mr. Moore noted a correction to Mr. Davis Powell's name on page six. Mr. Barnett asked for any other corrections to the minutes. There were none. He then asked for a motion to Wichita Falls MPO TAC Meeting October 5, 2011 Page 1 of 4 approve the minutes. Mr. Kelley made the motion to approve. Mr. Hertel seconded the motion, which passed unanimously. IV. Review and Comment Regarding the July 27, 2011 Transportation Policy Committee's (TPC's) Meeting Minutes — No Action Required Mr. Barnett asked for comments on the July 27, 2011 TPC meeting minutes. Mr. Moore noted a correction to Mr. Kelley's TOOT report in regards to the Hike and Bike Trail. Mr. Barnett asked for any other comments to the minutes. None were received. The committee moved on to the next agenda item. V. Review and Comment Regarding the August 24, 2011 Transportation Policy Committee's (TPC's) Meeting Minutes — No Action Required (p. 17) Mr. Barnett asked for comments on the August 24, 2011 TPC meeting minutes. Mr. Powell noted an error under task three in regards to project SH 79. Mr. Barnett asked for any other comments to the minutes. There were none. The committee moved on to the next agenda item. VI. Review and Recommendation to Approve Revisions to the 2011 -2014 Transportation Improvement Program: TxDOT Prop 12 Project Selections and FY 2011 FTA Transit Grant (p. 20) Mr. Barnett directed the committee's attention to the 2011 -2014 Transportation Improvement Program (TIP) on page 20 of the meeting packet. Mr. Barnett explained to the committee the two new Proposition 12 projects that have been added to the TIP on pages 26 and 27. He asked for any comments or questions regarding the projects added. There were none. Mr. Barnett then directed the committee's attention to the Highway Financial Summary on page 29 of the meeting packet. He asked for any comments or questions regarding the financial summary. There were none. Mr. Barnett directed the committee's attention to the FY 2011 FTA Transit Grant projects on page 31 of the meeting packet. He explained to the committee the Program of Projects for FY 2011 and the updated transit financial summary on page 33. The committee then moved on to the TIP's grouped CSJ projects. Mr. Barnett asked for any comments regarding the projects. Mr. Brown commented that some of the projects needed to show a project description. Mr. Barnett asked for any other questions concerning the revisions to the 2011 -2014 Transportation Improvement Program. He received none. Mr. Barnett then asked for a motion to forward the TIP, with revisions, to the Policy Board for review and approval. Mr. Beauchamp made the motion to forward the document to the Policy Board. Ms. Gagne seconded the motion, which passed unanimously. VII. Review and Recommendation to Approve Revisions to the 2010 -2035 Metropolitan Transportation Plan Project List (See Enclosure) Mr. Arbeau presented the TAC committee with a copy of the Metropolitan Transportation Plan Project List. He explained to the committee there were 15 new projects added to the list. Mr. Barnett then asked for a motion to approve the MTP, with revisions, and forward them to the Policy Board for review and approval. Mr. Kelley made the motion to forward the document to the Policy Board. Mr. Hertel seconded the motion, which passed unanimously. VIII. Review and Recommendation to Approve the 2011/2012 WFMPO Prioritized Project List (Handout at Meeting) Mr. Barnett presented the TAC committee with a copy of the Prioritized Project List. The TAC decided to remove projects that were considered maintenance, bridge, or projects that were classified as "Various Areas" from prioritization. Mr. Barnett asked for any comments concerning the prioritized project list. There were none. He asked for a motion to forward the document to the Policy Board, with revisions, for review and approval. Mr. Beauchamp made the motion to forward the document to the Policy Board. Mr. Powell seconded the motion, which passed unanimously. IX. Other Business: a. Discussion & Overview of Progress on Local Transportation Project_ s -City and TxDOT staff (Quarterly Review) TxDOT Report: Mr. Kelley reported that construction on the Hike and Bike trail from Hamilton Park to Scott Street was awaiting completion of the handrail. He stated the breakaway light poles on Maplewood, from Midwestern Parkway to Kemp Blvd were complete. The mill and overlay project from McKinney Road to Clay County line had been let. Lastly, on the frontage roads, from FM 369 to Fairway Blvd, a full depth concrete pavement repair had been let and was awaiting the pre- construction meeting. City Report: Mr. Powell reported the Beverly Drainage project was about 55% complete and moving along very well. Mr. Powell moved on to the 2011 Street Rehab project with various locations across the City including Maplewood, from Southwest Parkway to Midwestern parkway, Scott St, and from 8th street to 13th street stating that it was approximately 80% complete. The Hike and Bike Trail project from Seymour Highway near Tanglewood, west of the railroad tracks and on Barnett Road from Johnson Road to Lake Wichita is in the preconstruction process. Mr. Kelley discussed the Scheduled Projects that will include the 2012 Downtown Water BUIP project, the 2012 Street Rehab Project, and the Lawrence /Rhea/Call Field Road intersection realignment. b. MPO Quarterly Financial Report (3rd Quarter FY 2011 - April, May, June) (p. 53) Mr. Barnett reported on the third quarter expenses for the MPO. He stated the MPO has spent 43.23% of its allocation. Mr. Barnett asked for any other questions or comments about the third quarter report. Receiving none, he moved on to the next agenda item. c. WFMPO Future Funding: Deobligation of FY 2011 Carry Over Funds for Reallocation as FY 2012 WFMPO Transportation Planning Funds (p. 55) Wichita Falls MPO TAC Meeting October 5, 2011 Page 3 of 4 Mr. Barnett informed the committee of the future funding for the MPO. He stated that the FY 2011 carry over funds will now be allocated as FY 2012 primary funds. Mr. Barnett stated that unless Congress passes a continuing resolution for SAFETEA- LU, or passes a new transportation reauthorization bill; this will be the plan for the USDOT /FHWA. This plan will keep most MPO's operating through the first quarter of FY 2012. d. Boundary Analysis and Support for "Grandfathering" the WFMPO (p. 56) Mr. Barnett informed the committee that Mayor Barham had instructed him to construct a letter in support of 'Grandfathering' in the existing MPO's with less than 200,000 in population. Mayor Barham signed the letter and sent it to Representative Thornberry in hopes of supporting the grandfathering clause in the draft transportation reauthorization bill.
