Welcome & Introduction Mr. Barnett, the TAC chairperson, called the meeting to order at 10:03 a.m. and welcomed everyone in attendance. II. Public Comment on Agenda and Non - Agenda Items Mr. Barnett asked for any public comments. None were received. III. Review and Approval of the July 7, 2010 Technical Advisory Committee's (TAC) Meeting Minutes Mr. Barnett asked for any additions or corrections to the minutes. Mr. Powell noted a correction on the attendance record. There were no further comments. He asked for a motion to approve Wichita Falls MPO TAC Meeting October 6, 2010 Page 1 of 4 the minutes with noted corrections. Mr. Brown made the motion to approve and Mr. Beauchamp seconded his motion. The board unanimously approved the minutes. IV. Review and Comment Regarding the July 21, 2010 Transportation Policy Committee's (TPC's) Meeting Minutes - No Action Required Mr. Barnett asked for comments on the July 21, 2010 TPC meeting minutes. None were received. V. Review and Recommendation to Approve October 2010 Amendment to 2010 -2035 Metropolitan Transportation Plan (MTP): Add Transit Projects & Revenue /Expenditure Forecast; Add Seymour Hwy. /Barnett Road Hike and Bike Project The TxDOT Transportation Planning and Programming Division (TP &P in Austin, TX) notified the WFMPO that transit funding and revenue forecasts, with projected expenditures, should be added to our Metropolitan Transportation Plan. Mr. Barnett informed the TAC committee that transit projects are now listed in the WFMPO 2010 -2035 Metropolitan Transportation Plan (MTP) and have a `TI' prefix. Mr. McBurnett made an inquiry concerning transit and "greener" fueling options like "bio- diesel" for the Wichita Falls Transit System. Mr. Barnett indicated he would follow -up with the transit administrator and look into the possibility of conducting another fuel study for the Wichita Falls Transit System (Falls Ride). Mr. Barnett also discussed the recent enhancement grant awarded to the City of Wichita Falls by the Texas Transportation Commission for Seymour Highway and Barnett Road. The Seymour Hwy /Barnett Road Hike and Bike trail project was the second amendment added to the MTP. The committee explored the possibility of doing an in -house study centered on corridor /intersection safety throughout the MPO area. It was agreed that a study could be beneficial in helping to secure annual state funding allocations for projects showing the most merit and benefit. The TAC felt this issue warranted serious consideration for a future WFMPO study. Coordination between TxDOT and the City of Wichita Falls will be paramount. Mr. Barnett asked if there were any further comments on the 2010 -2035 MTP amendments presented. Mr. Brown indicated TxDOT would do a final review of all of the MTP projects and forward any corrections to WFMPO staff. Mr. Barnett asked for a motion to forward the MTP, subject to TxDOT revision, to the Policy Board for review and approval at the November 3, 2010 TPC meeting. Mr. Brown made the motion which was seconded by Mr. Beauchamp. The board unanimously approved the amendments to the MTP. VI. Review and Recommendation to Approve October 2010 Amendment to 2011 -2014 Transportation Improvement Program (TIP): Add FY 2010 Transit Grant Allocation of Section 5307 Funds for "Falls Ride" Transit System Mr. Barnett presented the transit amendment to the 2011 -2014 Transportation Improvement Program (TIP). The amendment updates the FY 2010 Transit Grant allocation. He briefly touched on funding for the new downtown transit hub. Mr. Barnett stated he would issue an RFQ for the design work in the next 3 -4 weeks to initiate that process. Mr. Hertel asked for clarification on whether the "total project cost" for each project should be itemized for TIP entries. Mr. Barnett stated he would follow -up with PTN for clarification on the clerical issue and would make the necessary corrections. Wichita Falls MPO TAC Meeting October 6, 2010 Page 2 of 4 Mr. Barnett asked for a motion to forward the 2011 -2014 Transportation Improvement Program, with amendments and noted revisions to the Policy Board for review and approval at the next TPC meeting. Mr. Hertel made the motion. Mr. Moore seconded the motion. The TAC committee unanimously approved forwarding the 2011 -2014 TIP, with revisions, to the Policy Board for review and approval. VII. Other Business: A. Discussion & Overview of Progress on Local Transportation Projects — City and TxDOT staff (Quarterly Review) TxDOT Report: Mr. Kelley reported on TxDOT projects. He stated the punch list is complete and the contractor is finishing up on the vegetative status for US 82 (01), Kell West Main Lanes). The Hike and Bike Trail (02), construction of retaining walls was currently underway. The construction of ADA ramps (ID3) was on going, which includes Scott Street (04). The illumination project (ID5, ID6, and ID7) for the main interchange at SP 325 and IH 44 was underway. This project was made possible due to ARRA funding. The "grade crossing" project at the Kell West Freeway Service Road (ID8) was awaiting approval from the Railroad Commission to proceed. The Kell Freeway pavement markings project (ID9) were complete. This project will improve the egress and safety for drivers accessing the Falls Flyover. This project dovetails with an additional pavement- marking project (ID10) for various locations within the MPO area. The install median barrier project for US 82 (ID11) had completed the pre - construction phase. That concluded Mr. Kelley's report. City of Wichita Falls Report: Mr. Powell made the report for the City of Wichita Falls. The Faith Village Drainage Phase II & III project was 95% complete. He stated the traffic control on Kemp Street and Southwest Parkway should be removed by October 15. The Rhea Road hike and bike trail connector was complete. The 2010 Drainage Improvements program was partially complete. This program affects Richmond Road, Ditto Lane, Deer Creek Road, and Stone Lake Drive. The 2010 Alley Rehab Project was 52% complete. The 2010 Street Rehab Project was 60% complete. Rehab work was currently underway at Maurine Street. The City of Wichita Falls will open bids for the Downtown Intersection Enhancement Project on October 7th. Mr. Powell anticipates a "bid and award" on the Seymour Highway / Barnett Road Hike and Bike Trail Project in April 2011. Plans are 90% complete and environmental documents are in process. The 2011 Street Rehab Project will have $2.3 million in funding. Locations are still to be determined, but Maplewood Avenue will be included. That concluded Mr. Powell's update. Mr. Burrus provided an update on behalf of the Aviation, Traffic, and Transportation Department. The City of Wichita Falls received a State of Good Repair Grant ($592,000), which will purchase two new buses for Falls Ride. The Traffic Division will replace 1400 street lights with newer LED lighting technology. This accounts for 17.5% of the street lighting in Wichita Falls. TxDOT Aviation was preparing the bid process for $2.3 million for aircraft apron improvements at Kickapoo Airport. Phase One of the 17/35 Runway Project (Municipal Airport) was nearing completion. All of the asphalt work was complete and the 30 -day curing process was on going. The runway will also be restriped. Lastly, Mr. Burrus indicated the design process for the new airport terminal would begin on November 4th, 2010. That concluded Mr. Burrus' update for AT &T. B. MPO Quarterly Financial Report (3rd Quarter FY 2010 — April, May, June) The Director provided a financial report update for the Td quarter of 2010. As of the end of the Wichita Falls MPO TAC Meeting October 6, 2010 Page 3 of 4 quarter, the MPO had spent 45.65% ($183.679.43) of its total FY 2010 transportation planning funds. He added that the FY 2008 Transit Planning Disbursement Grant was completely spent with 100% allocated and would be closed out later in 2010. The FY 2009 grant had 18.87% remaining and the FY 2010 was awaiting FTA authorization to be activated. There were no further questions or comments. Mr. Barnett concluded his report. C. Report on September Environmental Justice /Prioritized Projects Public Meeting The September 14, 2010 public meeting provided public comment and feedback for the MPO on transportation projects. Attendance was light but spirited. MPO staff received four new project nominations; however, three of those projects were already listed in the WFMPO MTP. In the end, there was only one new project actually added to the MPO project list. The TAC committee agreed to meet on October 20, 2010 to review and revise the voting list before forwarding it to the TPC for review and approval on November 3, 2010. D. Report on West of Kemp Mobility Study Mr. Barnett took a moment to touch on the recent Project Oversight Committee (POC) meeting for the West of Kemp Mobility Study. Projects Al and A4 (Callfield /Lawrence /Rhea Intersection) are now linked for the purposes of analysis. Projects B3 and E1 are shown together for the same reason. This change will be shown in all the study documentation. It was determined at the recent POC meeting that another line of evaluation criteria needed to be added to the study matrix. The new criteria, Thoroughfare Utilization, was developed using feedback from the POC to better represent how drivers would use a new or upgraded corridor and the affect either would have on the existing network. Mr. Arbeau reviewed the criteria for Thoroughfare Utilization and a discussion ensued. The committee carefully looked at the criteria, provided feedback, and determined the final percentages for the new evaluation. Based on the results that come out of the final study report, the TAC recommended WFMPO staff take the findings and prepare a Power Point presentation and an Executive Summary for the TPC. This presentation will be developed cognizant of its audience (government officials and the public) and delivered by MPO staff. E. Other Items There were no additional comments. VIII.
