I. CALL TO ORDER
NOVEMBER 20, 2008

In the absence of the chairman, the meeting was called to order by Monica
Morris at approximately 5:35pm.

Members were asked to sign the attendance sheet. New board member Glenn
Beavers was introduced.
111. APPROVAL OF MINUTES
Minutes of the May 28, 2008 and September 18, 2008 meetings will be held for
approval due to lack of a quorum.
IV. REGULAR AGENDA
1. Municipal Airport
• Staff report on Airline Activities and changes to security
requirements — Ms. Morris reported on the effects of the
changes of schedule and aircraft by American Eagle.
Specifically, she reported on maintenance issues which
appear to have improved as well as problems with
baggage. Local agents are having difficulty physically

fitting all of the check baggage into the baggage
compartments resulting in either baggage or baggage and
passengers being left behind and sent on vans to DFW.
Local and corporate American Eagle representatives are
working specifically with Sheppard AFB staff to educate
airmen on packing light and identifying which bags are
"must go" and which could be left behind and sent on
another flight. Additionally, Ms. Morris reported on the
effects of the reduced number of flights and passengers on
landing fees, parking and vending revenue and rental car
agencies. She also reported on additional cost and
administrative burdens of additional security requirements,
specifically the required badging and fingerprinting of all of
the general aviation tenants. Staff is monitoring costs and
revenues and hope that the operational savings from
funding grant matching with the PFC revenues will help
absorb some of the decline.
• Staff report on status of agreements with Sheppard AFB —
Ms. Morris reported that she believes we will be receiving
the lease and joint use agreements as approved on the
part of the federal government very soon as they had
called inquiring about who to send the documents too. Mr.
Burrus hopes to have the documents presented to city
council for approval in January.
• Staff report on Passenger Facility Charges implementation
— I'Is. Morris reported that PFC's went into effect on
October 1St. To date, she has only received one payment
from an air carrier which was actually for a September
flight. She will keep the board apprised as to the volume of
collections once receipts of payments begin to come in.
2. Kickapoo Downtown Airport
• Staff report on 2008 AIP projects — Ms. Morris reported that
the Taxiway A4 extension project is nearly completion.
The contractor hopes to pour the last section of concrete
the week before Thanksgiving. This is well ahead of
schedule. This will then allow the fencing contractor to
come back and complete the fencing and gate work around
Echo Lane. Additionally, notice to proceed has been
issued to the contractor for the Taxiway A lighting project
effective December 1St. We anticipate work will actually
begin in January.
• Siaf report on T- hangar construction project — Staff
reported that bids were opened on the 20th for the TxDOT
funded t- hangar project. There were seven bidders. Tex

Schmidt and Charles Graham will be evaluating the bids
including experience and references. But the bid prices
were well within our available funding so it appears we will
be able to move forward with this project.
3. Other Aviation Items
• Ms. Morris briefed the members on the plans for our 2009
funding including Master Planning at Municipal Airport and
design work at Kickapoo for the fuel farm relocation and
apron expansion project.
• Ms. Morris also presented the board with a proposed 2009
meeting calendar.
