Aviation Advisory Board Minutes - 03/19/2009MINUTES AVIATION ADVISORY BOARD March 19, 2009 PRESENT: Sid Gills Ross Little Kenneth Armstrong Glenn Beavers H.P. Schuele John Burrus Monica Morris I. CALL TO ORDER Board Members City Staff The meeting was called to order by Chairman Sid Gills at approximately 5:35pm. II. ROLL CALL Members were asked to sign the attendance sheet. New board member H.P. Schuele was introduced. III. 'APPROVAL OF MINUTES Minutes of the January 15, 2009 meeting was presented. Mr. Beavers made a motion, seconded by Mr. Armstrong, to approve the minutes as presented. All were in favor. IV. REGULAR AGENDA 1. Municipal Airport • Staff report on status of agreements with Sheppard AFB — Ms. Morris reported that staff has completed its review of the Joint Use Agreement and negotiated some changes with the Air Force. The document has now been forwarded to the Secretary of the Air Force where it will be joined with the lease agreement and together they will be sent to the City for final approval by the City. Anticipated timeframe AVIATION ADVISORY BOARD MARCH 19. 2009 1 for this to happen is late April. Mr. Beavers inquired as to the term and costs involved in the new agreements. Ms. Morris explained the cost structure in the lease agreement which starts with an annual cost of $33,200. The joint use agreement includes a proportional share of airfield expenses based on the number of civilian operations to total operations. However, this cost has a three year delay to allow the City and local Air Force personnel to negotiate what costs will be included in the amounts to be shared. • Staff report on upcoming 2009 AIP projects including the Master Plan score of work and board involvement — Ms. Morris reported on the start of our 2009 AIP projects, specifically the design and engineering work for the Runway 17/35 rehabilitation with survey and geotechnical work expected to begin very soon. This work will require some runway closures. Mr. Gill gave Ms. Morris some logistical advice on the closing of the runway to keep other areas accessible to Sheppard. Ms. Morris also reported that the City was not awarded any economic stimulus funding. However, the possibility still exists for 2009 rather than 2010 discretionary funds for construction costs and completing the design and engineering work as soon as possible will put the City in the best possible position to receive such funding. 2009 discretionary funds would most likely only require a 5% local match versus 2010 funds which will likely be a 10% local match. Ms. Morris also reported that she had received a proposal and scope of work from URS Corporation for the Master Plan Project. This project is scheduled to begin around June pending the release of the grant funds by the FAA which will fund this project and is expected to take approximately 10 months to complete. Specifically, Ms. Morris explained the board's involvement in this process with selected members serving on a committee which will also include other interested parties to this Master Plan. The committee is currently scheduled to meet five times at certain milestones in the project. 2. Kickapoo Downtown Airport • Staff report on 2008 AIP projects — Ms. Morris reported that the all of the 2008 AIP projects are complete or substantially complete. The taxiway lighting project has one minor punch list item but will be resolved and final payment made in the near future. AVIATION ADVISORY BOARD MARCH 19. 2009 2 • Staff report on T- hangar construction project — Staff reported that the building permit for the t- hangar project has been issued after some minor issues being addressed and staff anticipates work to begin within the week. • Staff report on Museum Event on April 4th — Ms. Morris reported on the special P -51 event being held by the WWI Museum on April 4th which will require the entrance road to be closed and the airport to be closed for some flying. She explained that she communicated this information to tenants in their monthly billing. Mr. Beavers inquired as to who makes the decisions regarding closures of the airport as will be required with this event. Ms. Morris explained that she made the decision based on what the event dictated. Mr. Beavers recommended that events requiring airport closures be limited to one per year to prevent disruption to the other airport users. 3. Other Aviation Items — • Ms. Morris reminded board members of the appreciation luncheon on March 26th. She also reported that the Blue Grass Warbirds would be giving rides out of Kickapoo from March 26th — 29tH • Ms. Morris also reported on some meetings that she and Mr. Burrus had participated in exploring additional flight service at Municipal Airport. Both meetings were beneficial in simply opening the lines of communications with potential air carriers. • Ms. Morris also reported that some work should begin soon on our TxDOT project involving the relocation of the fuel farm and parking apron expansion. V. ITEMS OF CONCERN FOR BOARD MEMBERS • Mr. Beavers inquired as to how staff dealt with noise complaints at Kickapoo. Ms. Morris reported that she handled most of those without too much difficulty as they are fairly infrequent and generally involve helicopters, often medical helicopters. Mr. Beavers offered to help address these complaints should they ever escalate to a level where that might be helpful. Ms. Morris agreed that was a helpful suggestion. • Mr. Beavers also expressed the importance of the image of Kickapoo and specifically is concerned over the landscaping and lawn at the terminal building. Ms. Morris said she would ask the Parks Department to help with the crabgrass problem. Mr. Burrus also suggested we AVIATION ADVISORY 130ARD MARCH 19. 2009 3 consider getting some pricing for a lawn maintenance service. • Mr. Armstrong inquired about the status of flight school activity at Kickapoo. Ms. Morris explained that an individual was pursuing the placement of an aviation related business activity at Kickapoo including a flight school or maintenance shop. VI.
