I. CALL TO ORDER
The meeting was called to order by Chairman Gills at approximately 5:30 pm.

III. REGULAR AGENDA
1. Kickapoo Downtown Airport
• Eddie Trigg, Dan Conatser and Dent Keltner of the Wichita
Appraisal District visited with Advisory Board members
regarding the Leasehold and Other Possessory Interests in
Exempt Property regulations in the Texas Property Tax
Code. Effective January 1, 2012, tenants leasing hangars
from the City of Wichita Falls would be subject to property
taxes in regards to their lease. Items discussed included

the exemption of aircraft mechanics and the discussion of
"building" the taxes into the lease rate. It was determined
by staff that the most efficient method would be to let the
Wichita Appraisal District bill the tenants directly.
• Staff gave a briefing about the Fuel Farm /Apron project.
• The Board discussed the proposed lease presented by
staff. Discussion items included readdressing the
language on late fees, taxes and notifications. Similarly,
further clarification was requested regarding the
responsibility of repairs on leased hangars.
• Gate security was discussed to control access of non -
tenant visitors to the Airport. It was decided that staff
would shut the gates at sundown and reopen the gates at
sunrise. It was the general consensus of the Board that
Kickapoo Downtown Airport should be open to the public
during most business hours, and that closed gates would
discourage public visitations.
2. Municipal Airport
• Staff gave a report on the Phase II Runway 17 -35 project.
3. Other Aviation Items
• Staff gave a report on Account Receivables issues
regarding tenants.
• Discussion was held on various transient activity fees in an
effort to generate additional revenues. Board members
gave input on fuel purchase perks and temporary storage
of aircraft at airports that they had visited in their general
aviation travels. Acceptable fees were also discussed for
various services.

• Next Board Meeting: January 12, 2012 at Kickapoo.
