CALL TO ORDER & INTRODUCTIONS Vice Chair Bryan Press called the Board of Health meeting to order at 12:15 pm after a quorum of members was attained. 11. APPROVAL OF MARCH MEETING MINUTES AND ABSENCES Bryan Press called for the review and approval of minutes from the last meeting held on March 25, 2011. Dr. Hill introduced a motion to approve the minutes as presented and Robin Moreno seconded the motion. Motion passed unanimously. At this time it was noted the excused absence of Dr. Sutton, Dr. Carlston, and Dr. Jansen. III. STRATEGIC PLANNING & ACTION IN PUBLIC HEALTH Amy Cone, Assistant Director of Health, gave a presentation that provided an update on the previous strategic planning and action in public health topic. She reminded the board of the vision of the Health District, which is "Healthy People - Healthy Community ", and the mission of prevention, promotion, protection. The plan of action that was discussed at the late presentation was to release and discuss results of the National Public Health Performance Standard Assessment Initiative and to form a health coalition. Mobilizing for Action through Planning and Partnerships (MAPP) is a strategic process used to identify activity and action to make improvement in our public health. This is done by identifying and engaging community partners to address community issues. This approach uses the public health system to develop and implement universal goal, objectives and outcomes. There are four assessments that are integral to the MAPP cycle: the local public health system assessment, community health status assessment, the forces of change assessment and community themes and strengths assessment. The first assessment was conducted in the summer of 2009, and the data from that was used to identify gaps. The primary issue identified during that process was the lack of a community health assessment. Dr. Harlow, a professor at MSU, who facilitated the first assessment prepared a community health assessment that examined a variety of data and information regarding Wichita County. The report was distributed in early May to key leaders in the community, the media and was posted on the Health District's website. Ms. Cone reviewed the information presented in the Community Health Status Assessment, which include health outcomes, health factors, health behaviors, social and environmental factors and the physical environment. She reminded the board that there were some things to consider when reviewing the report, such as that there are limitations associated with the data that was gathered and that not all factors were researched and included. A summary slide was presented detailing the key health status areas: premature mortality, morbidity, health behavior, clinical care, social /economic, physical environment, and unsafe sex. The chart included how Wichita County compared with other counties in Texas. One area (clinical care) exceeded standards /national target values, and the rest were reported as not meeting those standards. Health Outcomes are measures of how healthy a county is and some of the factors associated with premature death were discussed. A key concern was the reporting of poor mental health days and poor physical health days, as self- reported by those studied. Health Factors are various things that influence the health of a county. Health Behaviors are things that may affect the overall health and well being of the population. Activities such as alcohol and tobacco use as well as unsafe sex were discussed. Also, the high rate of clinical care available in the county was discussed. The high rate of Chlamydia and gonorrhea cases for Wichita County was reported and the rate of incline over the past seven years was noted as troubling. Data regarding the physical environment, including access to healthy foods and liquor store density, was presented and discussed. Next steps were presented to the board. The community themes and strengths assessment and the forces of change assessments will be completed in the next year. Information gathered from all four assessments over this period of time will be used to make strategic choices regarding activity and direction. Community leaders in health will be brought together to discuss these various topics. Ms. Cone discussed the voluntary accreditation process that is new to public health. The Public Health Accreditation Board has just finished the beta testing process and will be releasing the final information, including fees and requirements, soon for health departments at all levels (local and state) to decide if they want to participate in the accreditation process. Board members were asked to e-mail or call Ms. Franklin with any suggestions or comments on the proposed changes to the ambulance ordinance. The final ordinance revision will be presented to the board at a later date for final comments and recommendations prior to being presented to the City Council. IV. NEXT MEETING DATE June 24, 2011 V.
