Not Present Not Present Dorothy Roberts -Burns Ray Gonzalez Director of Health Assistant Director of Health Health Authority Assistant City Manager Council Liaison County Commissioner L CALL TO ORDER & INTRODUCTIONS Chair Dr. Sutton called the Board of Health meeting to order at 12:00 pm after a quorum of members was attained. II. APPROVAL OF OCTOBER MEETING MINUTES AND ABSENCES Dr. Sutton called for the review and approval of minutes from the last meeting held on October 28, 2011. Bryan Press introduced a motion to approve the minutes as presented and Dr. Carlston seconded the motion. Motion passed unanimously. At this time it was noted the excused absence of Robin Moreno, Dr. Clark, and Dr. Hill. III. TATTOO ORDINANCE REVISIONS The Board had concerns with the ordinance revision for the allowance of 14 -day temporary events with guest artists that the present ordinance prevents. Susan Morris, Environmental Health Administrator, Lou Franklin, Director of Health, and the tattoo artists compromised that temporary events would remain unallowable with a provision to allow an established guest artist to be sponsored by a permitted studio. The guest artist would pay a $100 fee furnish credentials once verified, and be issued a temporary license with restrictions to work only at the sponsored studio for no longer than 2 weeks. Susan Morris established guidelines for the Apprenticeship Program upon the Boards recommendation. First is the Tattoo Apprenticeship Application which includes basic information on the apprentice and sponsor. The apprentice must furnish documentation of completion on blood borne pathogens training and pay a $100 application fee. Second is the Apprenticeship Agreement between the apprentice, sponsor, and permitted parlor owner to establish the obligations of all parties participating in the Tattoo Apprenticeship Program. The sponsor takes full responsibility of the apprentice. Third is the Consent to Tattoo by an Apprentice that the client signs to acknowledge and understand the tattoo is being done by an apprentice. Fourth is the Tattoo Apprentice Task Sheet lists each task the apprentice must demonstrate knowledge of before the sponsor /supervisor can comment, date, and initial. The Skill Level Descriptions and Apprentice Hours✓Procedures are recommendations in a progression of three skill levels that states the number of procedures and hours required in each level to progress to the next. The sponsor /supervisor signature certifies the apprentice completed the levels, displayed the techniques and knowledge of a professional tattoo artist and successfully completed the Apprenticeship Program of the Wichita Falls - Wichita County Public Health District. The apprentice must pass the tattoo artist exam administered at the Wichita Falls- Wichita County Public Health District to become a professional tattoo artist. Dr. Sutton requested a motion to recommend the tattoo ordinance revisions be presented to City Council. The motion was made by Dr. Jansen and seconded by Dr. Carlston. Dr. Sutton abstained, the three of four members present voted in favor and the motion passed. IV. GREASE TRAP ORDINANCE REVISIONS Jennifer Chewens, Laboratory Administrator, presented the proposed changes to the grease trap ordinance, as follows: 1) Removal of the requirements for grease interceptors section to allow usage of new plumbing and grease trap technologies. a. Previous requirements in the sizing, design criteria, construction, and installation. 2) Updated Section 106 -1006. Grease Interceptors Construction. a. No communal grease traps. b. Shopping centers must have two separate sewer line connections at each unit. c. Each food court shall have a monitoring port. d. Sample port shall be installed on the effluent line of each grease trap. Previously there was confusion regarding which party was responsible for the maintenance of the grease trap and permitted. The update makes each business responsible for the maintenance and permitting of their grease trap. 3) Added Section 106 -1008. Control Authority Determinations. Clarification of the previous ordinance from implied to explicit authority. a. CA can change the frequency of servicing and /or cleaning. b. CA can waive the requirement for a grease trap. c. If the generator is causing a chronic problem the CA can require installation of a 1,000 gallon grease trap. d. If an inspection finds the grease trap to be full the CA shall make an evaluation of the allowing the discharge to continue, up to and /or including the immediate cessation of all discharge from the facility. 4) Addition to Section. 106 -1011. Grease Recovery Devices. 2 �,. Allows for the use of new grease technology and the recycling of grease. a. Device must be permitted. b. Grease must be stored on premises, in a manner that minimizes odors and insects. c. Grease cannot be mixed with edible grease. d. Grease must be removed by a permitted transporter. 5) Addition to Section 106 -1012. Interceptor Maintenance added Self - Cleaning (Grease Traps) Allows the use of self - cleaning grease traps a new technology. a. Grease trap must be capable of retaining at least 30 pounds of grease. b. Grease must be stored on premises in a matter that that minimizes odors and insects. c. Recovered grease cannot be stored longer than two weeks. d. Written requests for authorization to self -clean must be submitted to the CA. Added Section 106 -1024. Authorization. Clarification of the previous ordinance from implied to explicit authority. a. The CA is authorized to promulgate such rules and procedures as shall be reasonable and necessary to carry out the provisions of this chapter according to its terms and intent including the setting of any additional fees. Dr. Sutton requested a motion to recommend the grease trap ordinance revisions be presented to City Council. The motion was made by Bryan Press and seconded by Dr. Carlston. Motion passed unanimously. V. PRESENTATION OF PLAQUE Lou Franklin presented Bryan Press with a plaque of appreciation for six years of service as a representative on the Board from December 20, 2005 to December 31, 2011. VI. NEXT MEETING DATE February 24, 2012 Amy Fagan, Assistant Director of Health, made an announcement that the Health District was successful in application for the grant Transforming Texas. The overall goal is 5% reductions in both obesity related diseases (heart and stroke) and tobacco related illness in Texas pending City Council approval. VI. ADJOURN Dr. Sutton requested a motion to adjourn. The motion was made by Dr. Jansen and seconded by Bryan Press. The motion carried and the meeting was adjourned at 12:32 pm.
