Traffic Safety Commission Minutes - 01/05/2011i C> L MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF January 5, 2011 MEMBERS PRESENT: Phil Golden Mark Beauchamp Charlie Byars Laney Oliver Stan Horton Charles Grady Dennis Marquardt Tim Turner Clyde Williford Tim Hertel EX- OFFICIO MEMBERS PRESENT: Chris McDonald (SAFB) MEMBERS ABSENT: Tony Fulton (Excused) David Brock (Excused) Don Vann (Excused) EX- OFFICIO MEMBERS ABSENT Linda Ammons — Councilor- At - Large Excused Phil Golden called the January meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. Mark Beauchamp offered the invocation. Members and visitors introduced themselves. The minutes were approved for November 2010. The financial report for November was presented by Stan Horton. Balance is $250. An explanation of difference from past accounting was as follows: Stan advised he had started with the TSC approx two years ago and was working off figures left from the past secretary. Stan did an accounting check with the finance department to start off January 2011 and found that the TSC only had $250 in their account. It is unsure where the original figures came from, but they were inaccurate. However, it was discovered that the TSC is funded by private donation only. The TSC has an outstanding bill for $300.00 to Skate Whirl for the fall skate party. Stan advised he would make up the difference himself so the outstanding bill could be paid. Chairman Phil Golden and Charlie Byars asked that Stan be reimbursed when the TSC has funds available. It was unanimously agreed to do so. PAGE 1 4 ) - -L7%1,- - t 1 '2 ' "�j f- Tim Turner advised in his six years the account has been going down and has never been replenished. Tim Hertel advised the same. Information was obtained from Judge Gillen that TSC received monies in the past from defensive driving classes but that is no longer available. Accident Statistics: No stats were available for this meeting. Richard Garza advised via phone that he has changed assignments and would no longer be serving on the TSC. His replacement is not yet known. City Traffic Report Mark Beauchamp discussed the following and advised the report is basically same as last month: 1. Mark advised the city is in a street sign change out project. Every year the city changes 1115 of it signs. They are about 80% complete as of this date. 2. The lighting project that has been discussed in the past will begin with the installation of 1500 new LED lights. About 500 have been installed to date. This will increase the efficiency and quality of light in the areas of installation. State Traffic Report David Rhomer advised of the following: 1. Illumination projects for the Spur 325, I44, and Hwy 287 interchange is progressing and should be completed by the end of the week. 2. Hike and Bike trail is on schedule. They are about 61% complete. The contractor advised it should be completed by the end of February 2011. 3. Maplewood project has let and will start soon. Committee Reports 1. "Safe Routes to School" still waiting on paperwork from Austin. Unfinished Business: 1. Item 03 -10: Cell Phone Texting While Driving — No new information added at this time. This has been tabled until 2011. 2. Item 01 -11 TCS: Bicycle Rodeo — There will be a city wide bicycle rodeo to help raise safety and awareness to riders and raise funds for the TSC for future expenditures. Members discussed checking into donations of bicycles for prizes at the rodeo. Target date was April 2011. PAGE 2 I 3. The TSC forgot to nominate anew committee for the year 2011. Mark Beauchamp moved that the TSC make nominations from the floor. Phil Golden seconded the motion. Mark made a motion that the existing committee remain for a second term. Clyde Williford made a motion to close nominations and it was seconded by Tim Hertel. A vote was cast and all were in favor of keeping the existing committee.
