Traffic Safety Commission Minutes - 04/06/2011RECEIVED IN CITY CLERIC'S OFFICE TIME: MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF April 6, 2011 MEMBERS PRESENT: Mark Beauchamp Charlie Byars Tim Hertel Charles Grady Phil Golden Karl Lillie Laney Oliver Tim Turner Stan Horton Dennis Marquardt Clyde Williford EX- OFFICIO MEMBERS PRESENT: David Rhomer Tx Dot Chris McDonald (SAFB) MEMBERS ABSENT: Tony Fulton (Excused) Phil Golden (Excused) David Brock EX- OFFICIO MEMBERS ABSENT Linda Ammons- Councilor- At- Large Mark Beauchamp called the April 6th meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. Members and visitors introduced themselves. Visitors were Timothy Johnson, WFPD, Danette Sheehan, WFPD, and Milton Karrenbrock, citizen. The minutes were approved for March 2011. The financial report for April was presented by Stan Horton. Balance is $0.00. PAGE 1 Accident Statistics: Timothy Johnson, WFPD, advised the total crashes for March were 222 of which 50 were injury accidents. There was one fatality accident as a result of failing to stop at a red light. City Traffic Report Mark Beauchamp advised: 1. Mark advised the city is in a street sign change out project. Every year the city changes 1/15 of it signs. It is 100% complete as of this date. 2. The lighting project that has been discussed in the past will begin with the installation of 1500 new LED lights. Approximately 700 have been installed to date. This will increase the efficiency and quality of light in the areas of installation. 3. New traffic signal system has been approved and upgrades will begin soon. Twenty five units will be installed this year. The new system will allow for instant adjustments to be made when necessary. 4. Striping will began the last week in April. A large amount of new buttons and stripes were lost due to snow plows in the last weather event. 5. Rhea Rd and FM 369 reconstruction has started. This will be a total reconstruction. Completion should be in May 2011. State Traffic Report David Rhomer advised: Committee Reports Unfinished Business: 1. Illumination projects for the Spur 325, I44, and Hwy 287 Interchange is complete. 2. Tim Hertel advised the Hike and Bike trail is still behind schedule and is falling further behind. 3. Some new ADA ramps are being installed in several areas of town. They are almost complete. 4. Maplewood lighting project will consist of replacing 8 fixed luminaries with breakaway braces. This will take about six weeks. 1. "Safe Routes to School ": still waiting on paperwork from Austin. 1. Item 03 -10: Cell Phone Texting While Driving — No new information added at this time. This has been tabled until 2011 to see what legislative action is taken. PAGE 2 2. Item 01 -11 TCS: Bicycle Rodeo — The Health Dept has scheduled the 5th annual Health Fair for April 9, 2011 and has agreed to let TSC combine a Bicycle Rodeo with this. Mark Beauchamp advised we need about 20 to 40 volunteers to help with the event. Discussion followed in reference to ideas and sponsorship for the event. Some supplies had been donated and others were expected. New Business: None Items of Discussion: Milton Karrenbrock: Advised he lives at 1530 Cynthia St and wanted to make the TSC aware that he has a speeding problem in his neighborhood. He advised that people are failing to stop and driving very recklessly. He advised he asked for and received special patrol from WFPD and it was successful. He wishes the TSC to call attention to the area and make aware other city officials of his concerns. Mark Beauchamp advised a study had been made in this area about three years ago. The study revealed 85% compliance. The average speed was 30 to 35 mph. There being no further business before the Commission, the meeting was adjourned at 2:00 P.M.
