Phil Golden called the August 3 meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
Members and visitors introduced themselves — no visitors.
The minutes were approved for June 2011. No meeting was conducted in July.
The financial report for August was presented by Stan Horton. Balance is $0.00.
Accident Statistics:

Karl Lillie of WFPD advised the total crashes for July 226 of which 51 were injury
accidents including 2 fatalities for July and 5 fatalities for 2011.
August total crashes 267 of which 51 were injury accidents. Including 1 fatality July
and 6 fatalities for 2011.

City Traffic Report
Mark Beauchamp advised
1. Callfield and Lawrence rd. realignment project has started. The City has
purchased the property necessary to accomplish this upgrade to the intersection.
Currently the level of service for this intersection is Level D and will be
upgraded to a level B upon completion. Construction may begin January 1 2012.
2. The 6th st off ramp has had many updates in an attempt to keep traffic from
crossing over the median to make unsafe left turns. There may still be some
problems but these will be addressed as they arise.
3. Kemp and Southwest Pkwy - systems update with new signal controls and
upgrading the communications system. Mark advised that the police department
has given traffic the full mobile data band which will allow the traffic division to
make faster adjustments to needed areas of interest. This will be a total
dedicated network for traffic.
4. HHH preparation is under way and the city is gearing up for the event.
State Traffic Report
David Rhomer advised:
1. Hike and Bike trail is still behind schedule.
2. Maplewood lighting project will consist of replacing 8 fixed
luminaries with breakaway braces. This will take about six
weeks.
Committee Reports
1. "Safe Routes to School ": Mark Beauchamp advised the project is
in the design stage now and should be let next summer. The City
has met all their requirements and is ready to proceed.
Unfinished Business:
1. Item 03 -10: Cell Phone Texting While Driving — City Attorney
Miles Risley advised that the Governor Perry vetoed the Texting bill.
At the request of the TSC Mr. Risley be presenting copies of city
ordinances from other cities for consideration and discussion. Some
discussion followed as to the ability of an officer to distinguish if a
person was Texting. This question was asked due to the many
applications on new phones that are touch screen and the GPS ability
of new phones.

New Business:
Loves Truck Stop
1. Mark Beauchamp advised that this intersection has been dressed up and all signage is
correct. It may also be rebuilt in the future.
2. Dennis Marquardt advised he felt the Hospital sign at SAFB may need to be removed
due to the fact that a Hospital no longer exist and he was afraid if someone had an
emergency that may waste time at that gate. David Rhomer advised the state could remove
the signs on a trial basis.
