Dennis Marquardt called the January 4th meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
The minutes were approved after revision for November 2011.
The financial report for November was presented by Stan Horton. Balance is $0.00.
Accident Statistics:
Scott Vaughn of WFPD advised the total crashes for December 2011 were 294 of
which 53 were injury accidents and 0 fatalities. There have been 9 fatalities for 2011.

Mark Beauchamp advised all projects are all about the same but in different stages.
1. Mark advised his department was in the yearly maintenance mode
at this time which includes annual sign change out.

2. They have also been doing a lot of studies in and around school
areas including a full scale study on Washington Jackson. Mark
advised they will be adding a crossing guard there which has never
had one in the past. New sign changes and pavement markings will
be added also. Mark advised the Head Start campuses will also be
included in these studies.
3. Intersection of Barnett and Southwest Parkway has a new systems
update. It will be operated with microwave radar to eliminate
shadows that may cause false triggers. This system will also detect
bikes and has the new state of the art ADA system. This will
increase the traffic flow making it much more efficient.
4. Mark advised the City is working towards becoming a Bicycle
Friendly city.
1. Plans are in the works to move the existing exit ramp at Kell
and Fairway.
2. High mast illumination replacement at 281/287 intersection is in
the works.
3. The new 75mph speed limit signs will start being installed next
month. US 287 and 281 may be included in the future.
4. The state is about six months out from the letting date to
upgrade the Windthorst Road and US 287 overpass.
1. "Safe Routes to School ": Mark Beauchamp advised they are in a
holding pattern. Mark advised that the goal is to include all the
schools as we progress.

1. Mark Beauchamp advised we should start our preparations for
the 2012 Bicycle Rodeo. We also are looking for sponsors for the
helmet donations. Charles Grady has some Club and
Organizations that he can contact for sponsorship. The TSC has a
$1500 donation goal for the 2012 rodeo.
2. Fall Skate Party — It was a success. Payment was made by an
anonymous donor.

Items of Discussion:
1. Roadside Memorials - Kinley Hegglund from the City Attorney's office made the
TSC aware that the City has an ordinance and other guidelines in place to
manage this type of situation if a problem arises. After some discussion, a motion
was made to drop the item. A vote was taken and it passed by majority vote.
2. Ordinance: No Bicycles on Kell - Stan Horton advised this ordinance had been
visited in the past and would bring the information to the next meeting.
There being no further business before the Commission, the meeting was adjourned
at 2:00 P.M.
