Traffic Safety Commission Minutes - 02/01/2012MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF February 1, 2012 MEMBERS PRESENT: Mark Beauchamp Tim Hertel Laney Oliver Charles Grady Karl Lillie Stan Horton Dennis Marquardt Karl Lillie Clyde Williford EX- OFFICIO MEMBERS PRESENT: Annetta Pope- Councilor- At- Large David Rhomer Tx Dot Chris McDonald (SAFB) MEMBERS ABSENT: Phil Golden (Excused) Toby Catlin (Excused) Bill Horton (Excused) David Brock (Excused) EX- OFFICIO MEMBERS ABSENT Dennis Marquardt called the February 1 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved after revision for January 2011. The financial report for February was presented by Stan Horton. Balance is $0.00. Accident Statistics: Karl Lillie of WFPD advised the total crashes for January 2012 were 247 of which 46 were injury accidents and 0 fatalities. There have been 0 fatalities for 2012. PAGE 1 City Traffic Report Mark Beauchamp advised all projects are all about the same but in different stages. 1. Mark advised his department was in the yearly maintenance mode at this time which includes annual sign change out. 2. They have also been doing a lot of studies in and around school areas including a full scale study on Washington Jackson. Mark advised they will be adding a crossing guard there which has never had one in the past. New sign changes and pavement markings will be added also. Mark advised the Head Start campuses will also be included in these studies. 3. Intersection of Barnett and Southwest Parkway has a new systems update. It will be operated with microwave radar to eliminate shadows that may cause false triggers. This system will also detect bikes and has the new state of the art ADA system. This will increase the traffic flow making it much more efficient. 4. Mark advised the City is working towards becoming a Bicycle Friendly city. State Traffic Report David Rhomer advised their projects are also in the same stages. 1. Plans are in the works to move the existing exit ramp at Kell and Fairway. 2. High mast illumination replacement at 281/287 intersection is in the works. Committee Reports Unfinished Business: None. 3. The new 75mph speed limit signs will start being installed next month. US 287 and 281 may be included in the future. 4. The state is about six months out from the letting date to upgrade the Windthorst Road and US 287 overpass. 1. "Safe Routes to School ": Mark Beauchamp advised that safe Routes may be an item that could suffer funding cuts and may not be something we get funding for in the future. Mark advised he would keep us up to date on the information. PAGE 2 New Business: 1. Mark Beauchamp advised we should start our preparations for the 2012 Bicycle Rodeo. We also are looking for sponsors for the helmet donations. Charles Grady has some club and organizations that he can contact for sponsorship. The TSC has a $1500 donation goal for the 2012 rodeo. Mark Beauchamp will check on a print job through the city for flyers to target the schools, Boys and Girls Clubs, Campfire, and bicycle shops. 2. No bicycle ordinance on Kell Boulevard. Mark Beauchamp has asked the TSC to vote on having the city change the existing ordinance to allow for Bicyclist to ride on Kell.
