CALL TO ORDER:
Penny Miller called the meeting to order the minutes of February 23rd were put
before the Board. A motion was made and seconded to approve the minutes.
They were approved.
DEPARTMENTAL REPORT:
1. Circle Trail progress:
• Holliday Creek section not, yet, accepted by TXDOT.
• Seymour Hwy. section well under way with concrete retaining walls
being constructed.
• Barnett Road section nearly complete minus 9 benches. When both
sections are completed later this year the City will have
approximately 18 miles completed of the estimated 23 mile Circle
Trail.
• City will soon hire an engineering firm to design and produce
construction documents and to assist the City in acquiring ROW for
the next 1.5 mile section between the Wichita Bluff Open Space and
Lucy Park.
• Negotiation with BNSF to continue for access to their ROW between
Seymour Hwy. and Barnett Road.
• Final section along Lake Wichita continues in concept design stage.
2. Bids for the 4B Lake Wichita improvement project for a floating dock and a
wildlife observation platform came in this week and for a second time are
above the budget. Will attempt to negotiate with a contractor in order to
complete this 4B project.
3. Work continuing on the 4B District V park improvement project. The land
acquisition phase is proceeding through Property Management. The pond
in Expressway Village Park and the two bridges will be taken up by Public
Works later this summer.
4. Easter Egg Hunt in Lucy Park is Saturday.
5. Softball leagues will start after rains end. The 155 teams this year are 3
more than last year.

6. Kick ball league expanded to 25 teams.
7. Kid Fishing Rodeo at Plum Lake was attended by over 300 participants,
significantly more than last year.
8. Park crews working at maximum mowing & edging capacity.
9. Drought killed trees to date number 423. More will be recognized as trees
leaf out. Work will continue to spread mulch around trees and to monitor
and repair irrigation systems.
10. New gazebo installed in City View Park.
OLD BUSINESS:
No old business.
OTHER ITEMS:
There were several discussions on trails, the dog park and clean up
projects for a more beautiful Wichita Falls.
