Park Board Minutes - 03/24/2011Wichita Falls Park Board Meeting March 24, 2011 W.F. Recreation Center Room 202, 60011 w Street 1:30 p.m. RECEIVED IN CITY CLER 'S OFFICE/ DATE: BY: Presiding: Alan Donaldson /Chairperson Members Present: Alan Donaldson, Ben Filer, Penny Miller, John Hirschi, Jim Miller, Sharon Roach, Peg Marquardt, John Fritzsch, Stephen Priester, Stephen Garner and Mike Rucker Members Absent: (none) Staff Present: Jack Murphy & Genice Wilson City Council Representative: Mary Ward Visitor: Norm Standerfer /Community Development CALL TO ORDER: Alan Donaldson called the meeting to order at 1:30 pm. The minutes of February 24, 2011 meeting were put before the Board. Ben Filer made the motion to accept the minutes. Mike Rucker seconded the motion. Minutes were approved. DEPARTMENTAL REPORT: 1. The contract for the Holliday Creek Trail is through TXDOT. City staff met with TXDOT and regarding concerns with the contractor finishing on time. The City is still hoping that it will be completed by late Spring or early Summer. 2. Parks is still working on the South Weeks Pond project. The plan is to put on top of the hill a nice, attractive gazebo with lights. We have also had a few requests for a restroom. 3. The other two projects for trails are on Seymour Highway and Barnett Road. Designs are 100% complete. The City will be managing this contract, which, is an 80120 match. Bids should be going out in a couple of months and should be awarded sometime in July. 4. Softball games started this week with 141 teams. 5. Kickball season starts next week on the 28th of March. 6. Parks finished the fence and paving for the new maintenance yard at the Sports Complex. 7. Working on the 4B Off Leash Dog facility in Lake Wichita Park. The City Council passed the rules of use and a sign will be placed at the site. If there is a violation now, Police officers will be able to write citations. 8. 4B Shoreline projects are in the mill. Public Works, maybe, this week will have a crew do some primary work on their sections of the project. We are still working on designing the signs. 9. We had a request at the last Mayor's Town Hall meeting to look at the old boat ramp at Lake Wichita to see if it could be repaired. This ramp is left over from 40 years ago by the Wichita Falls Yacht Club. It is in need of repair. OLD BUSINESS: 1. Park Improvement Committee last month talked about reacquainting ourselves with the 5 year plan. We needed to get an idea of what we have accomplished and what we want to look at in the future. Below is a list of accomplishments for 2010 and on going projects and the five year CIP: Park Board Accomplishments 2010 • Successful support of 4B funded Lake Wichita Shore Improvements • Successful support of 4B funded Lake Wichita Park Off Leash Dog Facility • Success support of 4B funded South Weeks Park Pond and dedication in 2010 Projects On -Going and the Five Year CIP • Support of continuation of the Circle Trail development. • Continued support for park land acquisition. • Large park between Sisk Road and Gregg Road • Lots at Lake Wichita off Kemp St. • North area of City including former Hawk Ridge Golf Course and Plum Creek Storm Water Detention area • East Side flood lots for open space • Continued encouragement for planning for more recreational use of Lake Wichita. • Continued support of City's beautification program. • Continued support for other elements in the Five Year CIP. There was discussion on the Lake Wichita lots at the boat ramp by the spillway that the Park Board recommended by purchased by the City. There were discussions on finishing on -going projects. There was discussion on solicitation of private donations for fountains, benches, litter barrels, etc. OTHER ITEMS: ADJOURNMENT: Meeting was adjorned at 2:20 pm. and the Park Board went on a tour of Plum Creek Storm Water Detention facililty and Wichita Bluff Open Space.
