CALL TO ORDER & INTRODUCTIONS Chairperson Graham opened the Landmark Commission meeting at 12:08 p.m. In attendance were Mr. Dick Bundy, Principal of Bundy, Young, Sims & Potter and Carlana Fitch, Executive Director, The Kemp Center for the Arts. II. APPLICATION FOR DESIGN REVIEW — THE FORUM — 2120 SPEEDWAY Ms. Gagn6 introduced Mr. Dick Bundy, project architect and principal of Bundy, Young, Sims & Potter, and Ms. Carlana Fitch representing The Kemp Center. She briefly discussed the materials in the packet, including the review of materials, sketches and a colored rendering. Mr. Bundy discussed the master plan for The Forum renovation project. He showed the location of the proposed changes, including the front entry, rear of the building (courtyard development), and east side of the building. He stated the changes are part of an overall capital building improvement master plan that will be funded through a campaign. The first proposed change is the front entry. Originally the main entry was through the French doors, through the colonnade. The addition was constructed in the 1960's and included two pairs of 30 inch, clear aluminum entry glass doors. The plan is to remove the airlock with two new additional pairs of entry doors that open directly into the facility - and are user - friendly. These new doors will consist of four insulated 3 foot by 8 foot glass doors with a dark anodized aluminum frame. Mr. Bundy showed several examples throughout the city of this type of door system, and Landmark Commission August 23, 2011 Page 1 frame color, such as the Central Boys & Girls Club, Memorial Auditorium, The Kemp Center, YMCA, etc. He further stated the City Landmark Medallion will need to shift to the right of the new entry doors. The door for disabled patrons will remain to the right of the main entry and may be replaced to match. The second change requested is to create a north side (rear) courtyard. The plan is to remove the original windows, though keeping the upper roundhead transom windows intact. New French doors are planned that replicate the design of the front facade. The proposed courtyard is planned to serve as an entertainment area. The third change is to the east side of the building. Currently, the alley between the building and parking lot creates a safety issue for its users. The plan is to purchase the alley from the city and convert it to a landscaped green space, with a sidewalk. This would serve as a more functional drop off zone. Ms. Gagn6 stated the existing canopy is proposed for extension across the alley to the parking lot. Staff noted a condition of approval would require The Forum to first purchase /close the alley. If the City moves forward to authorize alley closure an easement would be maintained across the former alley. The canopy may be extended across the future easement, however, if utility work is required it will have to be removed. Ms. Thueson and Chairperson Graham stated they do not prefer the blue color of the iron work decorative brackets. However, the bracket color's been in existence for about 30 years and brings out the color in the variegated tile roof. Both Ms. Flood and Mr. Koen asked if this request needs to go to the State for final review. Mr. Bundy stated the project does have the RTHL (Registered TX Historic Landmark) designation but has not obtained Texas Historical Commission review and is required prior to any building alterations. Ms. Flood stated the windows in the back are original. Ms. Thueson stated these windows are rotten and need to be removed. Chairperson Graham questioned any changes to the existing ® parking lot. Mr. Bundy stated the parking lot, based on obtaining the alley closure, will be — - redesigned for additional parking, better traffic flow and landscaping. Funds for the parking lot are contingent upon the capital campaign. Mr. Koen stated he would abstain from voting as a Kemp Center for the Arts Board member. Ms. Carper motioned to approve all three alterations to the front, rear and east side of The Forum, contingent upon the purchase and closure of the alley. Ms. Thueson seconded the motion. Motion passed unanimously. III. REVIEW AND APPROVAL OF MINUTES FROM JUNE 28TH, 2011 Chairperson Graham stated the minutes from the June 28, 2011 Landmark Commission are tabled to allow planning staff additional time for review and correction. IV. DISCUSSION & COMMENTS REGARDING DRAFT CLG DESIGN GUIDELINES & PUBLIC FORUM Ms. Gagne thanked the Commission for their efforts working with Mr. Bethge, in reviewing the first phase of comments for the draft design guidelines. She stated that Hardy Heck Moore, Inc. (HHM) will delay the revision deadline after the August 30th Public Forum, to allow additional time for public review and to receive all additional comments from both the Landmark Commission and City Staff. The Texas Historic Commission (THC) stated they need the draft by September 4th, to incorporate all comments from all sources. The final Commission copy must be at THC by September 30"'. Ms. Gagn6 stated Council endorsement is not required before the Public Forum. This will allow additional time for public review since the design guidelines will include enforcement language, such as using "shall" and "must." The planned date for City Council adoption is October 181'. Currently, staff is pulling together additional photos to diversify the design guidelines. At this point, Mr. Bethge took additional garage photos to diversify the Garage Section (Page 15), and Ms. Gagn6 recently took a photo of the historic Casa Mariana sign, for the Landscape and Streetscape Features section (Page 45). Landmark Commission August 23, 2011 Page 2 Ms. Gagn6 stated Ms. Flood addressed many of the grammatical issues. Staff provided two sets of comments — approximately 16 pages of revisions. Ms. Flood added she asked for good and bad examples of photos. She further stated none of the photos or sketches have captions of what is considered appropriate or not appropriate, and why. The sketches provided are also poorly illustrated, with no dimension or clarification of building components or architectural style. Ms. Gagn6 stated the design guidelines also need to address other city departmental concerns, such as Fire Code or Building Code issues as it relates to renovating historic buildings. Currently, our Building Inspector is forming language to put into the design guidelines. A copy of the design guidelines is available on the city website for public review. The issue at this point is the quality of material, as currently provided. Our current focus is on better photos, i.e., the Berry Brown House, at time of city historic designation, and Big C Appliance — using an older photo without the trees. Ms. Flood stated many of the photos include shadows, trees and shrubbery that hinders the view of the subject. The question she has is why add a section of Victorian architecture, such as the Berry Brown house, if there is only one building - and especially if it's in poor shape. Moreover, many photos were used more than once, and there are a limited amount of photos used from the Country Club area. She further suggested a more appropriate photo is needed in many sections of the architectural review, such as the Bungalow and L -Plan section. Ms. Thueson stated there are poor examples of the ranch style. She added based on the brochure project, there are many photos HHM could have chosen for the document. However, Ms. Thueson stated a lot was asked of HHM based on a limited amount of funding for the contract. Members discussed and realized it was a minimal contract for the level of work expected. The Landmark Commission reviewed each photo indicated in Chapter 3, Architectural Character of Wichita Falls, for both Property Types (Page 8) and Architectural Style (Page 25) sections. The following list is a summary of what should remain or be replaced, per each page and section. ® A.
