CALL TO ORDER Commission Members City Staff Wichita Falls Police Department The meeting was called to order at 2:00 p.m. by Commissioner Penny Miller. 2. APPROVAL OF MINUTES (NOVEMBER 4, 2011) Ms. DuBray moved, seconded by Jim Heiman, that the minutes be approved. The motion carried. 3. APPEALS OF FIRE BATTALION CHIEF PROMOTIONAL EXAMINATION Chairman Miller noted today's agenda item involved the appointment of a physician to conduct a determination of physical fitness for a police officer. Tammy Guerra noted Chapter 143.081 of the TExAs LOCAL GOVERNMENT CODE oversees fitness for duty evaluations. The City has received a release from the involved officer's physician to return to work. However, there is a conflict regarding this release, so the appointment of a physician is the next step in the process. Police Chief Bachman has requested a physician be appointed. Ms. Guerra recommends Dr. Tom Talbert. He does not have a private practice in Wichita Falls, but he has experience in industrial and workers' compensation medicine, and supervises the Physician's Assistant who runs the City's on -site clinic. Civil Service Commission Minutes November 29, 2011 Commissioner DuBray moved that Dr. Tom Talbert by appointed as the physician to conduct the examination. Seconded by Jim Heiman, the motion was unanimously approved. 4. REPORT FROM FIRE CHIEF Fire Chief Earl Foster thanked the Commissioners for their service. The Department has six vacancies, and they have begun the process of hiring for the certified Academy (those who already have their firefighter and EMT certifications). All promotional eligibility lists are current except for the lieutenant ranking, but as of now, there are no pending retirements. 5. REPORT FROM POLICE CHIEF Police Chief Dennis Bachman told the Commissioners that the City is about halfway through the recruitment process. Approximately 18 officers will be in the next class, which should begin in either February or March. 6.
