Employee Benefits Trust Board Minutes

The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita Falls,
TX 76301.
Members Present: Darron Leiker, City Manager
Jim Dockery, Asst. City Manager /CFO
Miles Risley, City Attorney
Tammy Guerra, Human Resources Manager
Becky Chapman, Employee Benefits Coordinator
Agenda Items:
i. Call to Order- Meeting was called to order at 2:OOpm.
ii. Approval of Minutes (November 30`h, 2009) - Motion was made by
Miles Risley to approve the November minutes, second by Jim Dockery.
The motion carried unanimously.
iii. Consideration and possible approval of a pay increase for the On Site
Clinic -On January 18`h, 2010 Ken Phyllis requested a five percent
increase due to additional administrative paperwork (FMLA, Workman's
Compensation), rising malpractice insurance costs, continuing medical
education expenses, license renewal fees, and additional pre- employment
physicals due to the water park addition. Motion was made by Darron
Leiker to approve the one and one half percent increase, second by
Tammy Guerra. The motion carried unanimously.
iv. Consideration and possible appointment of funding employee mandated
physicals- Motion was made by Darron Leiker discontinue paying for
mandatory physicals for the firefighters, second by Tammy Guerra. The
motion carried unanimously.
v. Financial Report- YTD revenues at 8.85 million; expenses are at 2.46
million for 25 % of year. Claims, including BCBS and all benefits, are at
1.7 million. Over all, activity looks around the same as last fiscal year,
however, too early in the year to predict results.
vi. Discussion of GASB 45 Report- The GASB 45 is a post- employment
health benefit trust for retirees. The contributions for the trust have
increased $96,000 from last year. Trust will be fully funded in 16 to 17
years. Premium adjustments for Medicare eligible retirees need to be
reviewed. Premiums increased $87.00, from $325 to $412.
vii. Report from Employee Benefits Trust Staff- Informing employees on
FSA increased enrollment 30 %. EAP utilization rate is at 13.5% which is
almost triple the average annual utilization rate of Deer Oaks' programs -
4-5%.
