The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita Falls, TX
76301.
Present: Darron Leiker, City Manager
Jim Dockery, Asst. City Manager /CFO
Miles Risley, City Attorney
Tammy Guerra, Human Resources Manager
Glenn Barham, Mayor
Becky Chapman, Employee Benefits Coordinator
Agenda Items:
i. Call to Order- Meeting was called to order at 9:OOam.
ii. Approval of Minutes- Motion was made by Miles Risley to approve the April
21S`, 2010 minutes, second by Jim Dockery. The motion carried unanimously.
iii. Consideration and approval of IPS advisors recommendation- IPS Advisors
presented their recommendation that the City of Wichita Falls start the RFP
process for all of our vendors to ensure that we are getting the best benefits
available within our budget. They will compile all of the data gathered and
provide a summary of recommended plan design changes for the EBT board to
vote on before the next budget session meets. Any changes would become
effective beginning January ls`, 2011.
iv. Consideration and possible approval of selecting public employee benefits alliance
PEBA for fully insured pre and post 65 retiree benefits — It was decided that this
be tabled until a later EBT meeting.
V. Consideration and possible approval of allowing over age dependants to stay on
the city's health plan prior to September 2010 - Motion was made by Tammy
Guerra to approve allowing over age dependants to stay on the city's health plan
prior to September 2010, second by Jim Dockery. The motion carried
unanimously.
