Employee Benefits Trust Board Minutes
August 26, 2009
The meeting was held in the City Council Conference Room, 1300 Seventh Street,
Wichita Falls, TX 76301.
Members Present: Darron Leiker, City Manager
Jim Dockery, Asst. City Manager /CFO
Miles Risley, City Attorney
Tammy Guerra, Human Resources Manager
Becky Chapman, Employee Benefits Coordinator
Jeannine Holmes, Human Resources Generalist
Agenda Items:
i. The meeting was called to order at 2:02 PM by Miles Risley.
ii. Motion was made by Darron Leiker to approve the April minutes, second by
Jim Dockery. The motion carried unanimously.
iii. Plan Performance Updates
a. Blue Cross and Blue Shield — Update by Tave Lawhorn, Account Exec
b. Walgreen's RX — Update by Carol Bailey, Action RX
i. PSG — We are with Walgreen's through PSG currently
ii. Action RX — Carol's current employer, same processes as PSG.
Cassie contacted Carol and asked if she would be willing to visit
with us as in the past for $0.25 /script. Cassie stated that she
would go to PSG and negotiate part of their fee to Carol. Carol did
not have a non - compete clause with PSG which allowed her to take
several clients with her to Action RX. PSG agreed to the split.
Currently we pay PSG $1.00 /script and Walgreen's $0.75 /script. If
we decide to go with Action RX we would pay PSG $0.75 /script,
Action RX $0.25 /script and Walgreen's $1.00 /script. Our contract
will automatically renew with Walgreen's on 1/1/2010. We will need
to decide if we want to add Carol on the consulting side at the next
EBT meeting. Carol will have a consulting letter of agreement
drafted for our review.
iii. Recommendation to increase 90 day preferred from $60 to $70 and
90 day non - preferred from $75 to $96
c. ING Stop Loss — No additional update from Cassie
iv. Financial Report — Decision was made to not increase medical /dental
premiums. Motion was made by Darron Leiker to go Advantage 90 and mail
co -pays for Preferred brands from $60 to $70 and Advantage 90 and Mail
co -pays for Non - Preferred Brands from $75 to $96 effective 1/1/2010,
second by Miles Risley. The motion carried unanimously.
V. Report from Employee Benefits Trust Staff

a. EAP — Utilization is good. Distributed a partial quarterly report (June 1 —
August 24)
b. Wellness — Rolled out August 12, 2009, about 31 % participation of
employees enrolled in BCBS. Kiosk is set up now in EBT.
vi. Health and Wellness Fair — October 15, 2009 9:00 AM to 6:00 PM. Will be
held at the Wichita Falls Public Library, second floor, Room 205. Open to
all employees, retirees and dependents.
vii. Open Enrollment Update — October 15 — November 15. Employees will be
able to enroll at Health Fair. All employees must either re- enroll or waive
coverage to ensure we have the most updated records on file.
viii. Section 125 Amendments
a. Motion was made by Darron Leiker to increase the medical FSA account
from $2600 to $3600 annually, and add the dependent FSA with a max
amount of $5000 effective 1/1/2010, second by Miles Risely. The
motion carried unanimously.
ix. Other Cost Reducing Efforts — Discussion about Cassie's role as our broker
of record. EBT would like to re- market this service and explore other
organizations. Increase on -site clinic utilization.
