Employee Benefit Trust Minutes - 11/30/2009City of Wichita Falls Employee Benefits Trust Board Minutes November 30, 2009 The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita Falls, TX 76301. Members Present: Darron Leiker, City Manager Jim Dockery, Asst. City Manager /CFO Miles Risley, City Attorney Tammy Guerra, Human Resources Manager Becky Chapman, Employee Benefits Coordinator Agenda Items: i. Call to Order ii. Approval of Minutes (August 26th, 2009) - Motion was made by Darron Leiker to approve the August minutes, second by Miles Risley. The motion carried unanimously. iii. Consideration and Approval of 2010 Blue Cross Blue Shield Renewal - BCBS increased their rates for 2010 by five percent. Motion was made by Jim Dockery to renew BCBS at the five percent increase, second by Miles Risley. The motion carried unanimously. iv. Consideration and Approval of 2010 Stop Loss Renewal -ING proposed to increase their rates for 2010 by forty percent and they were not willing to negotiate. It was decided not renew our stop loss contract with ING for 2010 and the City will self insure. Cassie agreed to prepare a new fee schedule for her services due to not renewing the stop loss contract. Motion was made by Miles Risley to not consider the ING stop loss renewal and to establish a $500,000 annual plan maximum design change, seconded by Darron Leiker. The motion carried unanimously. v. Consideration and Approval of 2010 Walgreens /PSG Renewal -The City of Wichita Falls approves Carol Bailey /Action RX as our Walgreens /PSG representative and Walgreens /PSG will be compensating Carol Bailey $.25 per claim out of the administrative fee that the City of Wichita Falls pays them. Motion was made by Darron Leiker to approve the fee change, second by Jim Dockery. The motion carried unanimously. vi. Employee Benefits Trust Plan Document Update -Becky Chapman reported that the Trust document is still being reviewed and that it should be finalized soon. She also reported that open enrollment was successful and everyone who had benefits is enrolled for 2010. vii. Open Session -Jim Dockery reported that we have received the actuarial GASB 45 study and he is meeting to review and finalize the report.
