CALL TO ORDER Jim Ginnings called the meeting to order at 4:00 p.m. 2. APPROVAL OF MINUTES Alan Donaldson moved for approval of the minutes of the March 27 meeting. Seconded by Darron Leiker, the motion carried. Kevin Hugman distributed a copy of the 4B Board's financial statement. Revenues to date total $1.7 million. Last month's sales tax receipts took a dip of about 8% below last year. However, the numbers for this month reflect the receipts to be 8% above those of last year. The total has been tracking 3% above last year until these last two months. Mr. Donaldson asked if it would be possible to compare the year -to -date numbers with the numbers from the same point in time from the prior year. Mr. Hugman said he would look into it. PUBLIC HEARING AND CONSIDERATION OF RADIO CONTROL AIRCRAFT FIELD IMPROVEMENTS PROJECT Mr. Ginnings opened the public hearing at 4:05 p.m. Greg Stevens spoke on behalf of the Radio Control Club. He said the Club's last request before the 4B Board was too large. They are back today to request only the replacement of the 25 year -old shelter at the flying field. The request totals $15,000, to cover the cost of a 100' x 12' x 8.5' structure and a 104' x 16' concrete slab. Texoma Steel estimated the cost of the shelter at $5,000 plus the cost of paint. The Club previously obtained an estimate for a larger -sized slab at $10,000. This estimate may be high for the somewhat smaller slab they now request. They would like the area to be more appealing to participants and spectators, and for the structure to be more in keeping with the other facilities in the park. There has been increased community interest in this hobby, including from Sheppard Air Force Base personnel. The Club has a petition signed by nearly 300 persons who would like to see improvements at the field. Included among the petitioners are Tim Ingle, Eddie Hill, and Ralph Parker. Mr. Ginnings asked if the Club is contemplating doing any projects. Mr. Stevens said they plan to put work tables at the site. Curtis Borron said they routinely mow the area between the shelter and the runway. Jack Murphy said it is a continuing good effort on the part of the Club. The open -space park is shared appropriately with other members of the public. Mr. Ginnings asked about the bleachers. Mr. Borron said they are showing their age, but are structurally sound. Mr. Ginnings asked if the Club had money to spend on improvements. Mr. Stevens said the Club is not above contributing to make this work. Mr. Ginnings asked the Board's second priority. Mr. Borron said they would like to repair the runway — perhaps purchase a Petromat that is rolled out onto the runway surface. It is a non - permanent, less expensive alternative to concrete. Mr. Ginnings closed the public hearing at 4:25 p.m. He then asked each attendee to introduce themselves and welcomed their remarks. The Club members left the meeting. Mr. Ginnings then asked for a motion to bring this to the table. Mr. Nimz so moved, seconded by Mr. Donaldson. The item was now open for discussion. Mr. Ginnings said the field is well kept. A new shelter would be an improvement and would facilitate use. The bleachers are in worse shape than indicated, although they are sound. If the Board chooses to fund the $15,000, they might encourage the Club to prioritize the repair of the bleachers and at least put new boards on them. He does not know whether they can be adapted to aluminum. There are only two small bleachers. Perhaps the cost of the concrete slab will come in less than $10,000. He believes the Club should get more bids. Mr. Donaldson said it would be fair to ask the Club to make improvements to the bleachers. Mr. Leiker said he agreed. The 4B Board could fund $15,000 and require a match from the Club to improve the bleachers. Part of the role of the 4B Board is to promote what the public can appreciate. The shelter would primarily benefit the Club, but improvements to the bleachers might result in an increase in spectators. Mr. Nimz asked if a slab would be required WFEDC — Minutes of June 11, 2012 under the bleachers. Mr. Murphy said it is easier to clean and maintain bleachers if they are anchored to a slab versus being on the grass. All current City bleachers are of steel frame with aluminum treads, and are anchored to slabs. Mr. Ginnings said there is not one there now, although it would be great to have one. Mr. Ginnings asked how this proposal should be conveyed to the Board. Miles Risley said the Board entered into an agreement with Backdoor Theatre whereby it required the Theatre to raise money before it was entitled to any kind of funding. There was a contract, but before the Theatre gained entitlement to any funding, it was required to meet its contractual obligations. Mr. Risley said the Board could require the Club to do the work and the City would buy the materials. Mr. Ginnings said he would be skittish about having them do the work. Mr. Murphy said these members represent only about half the users. Mr. Ginnings said they seem willing to spend some money. Mr. Leiker agreed, and said the Board could approve up to $15,000, but in exchange require that the bleachers get upgraded with a slab. Mr. Ginnings said the slab and the aluminum treads should be the Club's expense, but the City would install them. Mr. Murphy believes the bleachers could be adapted from wood to aluminum treads, but he would have to inspect them to be sure. Mr. Risley said the funding would be conditioned upon the club's provision of aluminum bleacher treads and installation of bleacher slab at its sole expense. This language would be further fleshed out in the contract. Mr. Ginnings said if the Club is willing to participate, but needs a little more money to make that happen, he would be in favor of giving them another $1,000 or $2,000. It is an asset to the City, and the petition contained more names than did the petition for the dog park. Mr. Ginnings called for a vote on the motion.
