September 9, 2011

I. CALL TO ORDER
Katrena Mitchell, Animal Services Administrator, called the meeting to order.

II. REVIEW & APPROVAL OF DECEMBER MINUTES
The minutes from the ASAC Meeting on May 13, 2011 were distributed and reviewed. Mrs. Miller
made the motion to accept these minutes with a second by Dr. Gibson. Motion was carried.
III. OLD BUSINESS
Dr. Gibson inquired if there had been an update from the Fire Department on the 1't Responder masks
for the animals. Mrs. Franklin replied that she had sent Chief Foster an email. Chief Foster advised
Mrs. Franklin that they had some masks and he would check on how many and get back with her. Mrs.
Franklin told the committee that at this time she hadn't heard back from him.
IV. NEW BUSINESS
Ms. Mitchell advised the committee that Marty Maxwell had given her resignation and that there
weren't any new applicants at this time. Ms. Mitchell acknowledged that Councillor Smith suggested
the names of Jan Herzog, Donna Sullivan and Lila Arnold as potential candidates. Mrs. Miller asked if
there was anyone on the Board of the Humane Society that might be a candidate. Ms. Mitchell replied
that Donna Sullivan was on the Board of the Humane Society.
Mrs. Miller advised the committee of an email she received about the cat colony ordinance and stated
that she was unclear about the concerns in the email. Mrs. Franklin advised that the concerns were
possibly about needing permission from your neighbours to have a cat colony. Ms. Miller stated that
was probably what the email was regarding but hadn't had a follow up to the email as of yet. Ms.
Mitchell advised that she had received the same email and that was the concern the originator of the
email wanted addressed. Councillor Smith asked what kinds of calls were being received with regards
to the downtown cats in the evening after 7 p.m. Dr. Gibson advised that she had seen a few come out
of the drains and that some of the downtown business were feeding the cats and that she had seen some
raccoons at night around the Suzuki bike shop. Ms. Mitchell agreed that there were cats and other
animals the citizens were feeding.

Mr. Dodge stated that as of today no citizens have called and complained to Animal Control.
Mrs. Mitchell advised the committee that Ms. Fannies and P.E.T.S. had grants to help with spay and
neuter and still had funds left. Ms. Mitchell then updated the committee on what the Animal Services
Center had done in August and gave a break down that out of 388 animals, both cats and dogs, the
Humane Society had taken 83, 5 went to rescue, 1 (goat) went to the Wichita County Sheriff's Office.
Mrs. Franklin advised that the Sheriff's Department takes all livestock. Councillor Smith asked what
was sent to rescue. Ms. Mitchell replied that it was a Great Dane, Chinese Sharpei, Border collie and a
couple of cats. Councillor Smith inquired whether the rescue groups come to Wichita Falls and pick
them up. Ms. Mitchell advised that they work with volunteers in Wichita Falls to transport the animals.
Dr. Gibson asked what other rescue groups there were in Wichita Falls. Ms. Mitchell advised that there
rescues for all breeds of dogs in. Councillor Smith asked if anyone had heard from Bastrop, TX about
needing assistance in placing their animals due to the wild fires. Ms. Mitchell replied that the
community in Bastrop has stepped in to help one another along with the neighbouring counties. Dr.
Gibson asked about the facility inspection and whether it would be a conflict or not if she did it. Mrs.
Franklin asked Ms. Mitchell if she spoke with Dr. Bomar out doing the inspection since he was helping
Animal Services with the animal tranquilizers.
ADJOURN
Ms. Mitchell advised that the next ASAC meeting is set for Friday November 18, 2011 at 12:00 p.m.
Penny Miller made the motion to adjourn. Dr. Gibson seconded the motion to adjourn. Motion carried
and all were in favor.
