I. CALL TO ORDER
Katrena Mitchell, Animal Services Administrator, called the meeting to order.
II. REVIEW & APPROVAL OF FEBRUARY MINUTES
The minutes from the ASAC Meeting on February 20, 2012 were distributed and reviewed. Mrs. Miller
made the motion to accept these minutes with a second by Dr. Gibson. Motion was carried.
III. OLD BUSINESS
Dr. Gibson asked where the city was on the spay and neuter ordinance. Mrs. Kreidler informed that
she took it to the Board of Health and everyone understands that there is a need for an ordinance but no
one really wants to force the animal to be spayed or neutered. The board wants to move more in the
direction of education. Mrs. Kreidler informed the committee that she and Ms. Mitchell have just
finished next year's budget and allocated funds for advertising and education which includes wraps for
the Animal Control truck's like the back of the city transportation buses. Mrs. Miller asked Mrs.
Kreidler if she would let the committee know when the budget hearings for the Animal Services
Division would be. Mrs. Kreidler replied that she would let them know. Dr. Gibson asked if it was hard
to tell how many of the animals were spayed or neutered. Ms. Mitchell replied that she hasn't ran a
report but most of the animals reclaimed from the Animal Services Center are unneutered and a lot of
the citizens coming in for city licenses have animals that are spayed and neutered. Mrs. Kreidler
advised that she and Ms. Mitchell will be taking a look at the reclaim fees and making it more of an
incentive to get animals spayed and neutered.
IV. NEW BUSINESS
Mrs. Mitchell advised the committee that Mrs. Lila Arnold is the new committee member. Mrs.
Mitchell asked Mrs. Arnold to introduce herself to the committee. Mrs. Arnold informed the committee
that she's been the Director of Wild Bird Rescue for a year. She's a retired school teacher of 27 years
and also deals with special need dogs. One of them is deaf and 2 are blind. Mrs. Mitchell introduced
the rest of the committee members. Ms. Mitchell informed the committee that in April, Animal Services
Center took in 405 animals. The Humane Society took 64, 19 were sent to rescue, 73 animals were
reclaimed and 146 were euthanized. Ms. Mitchell also informed the committee that herself and the new
Executive Director of the Human Society Holly were working on an education and outreach
collaboration within the community slated for September called PAW Patrol. It's working with pet
friendly organizations in town going door to door in different neighborhoods handing out information
and literature on vaccinations and spaying and neutering. Ms. Mitchell also informed that there's a
national movement on June 11, 2012, the National No Kill Day and that the Animal Services Center
will be participating in that event and that the Humane Society would be doing on site adoptions on that
date as well. Mrs. Kreidler informed the committee that the City of Wichita Falls filed its first vicious
case on an animal that hasn't bitten but was aggressive and quoted that the ordinance states
that it just has to have the propensity to have the aggressive behaviors or an aggressive disposition. She
advised that she was interested to see the outcome due to this is the first time since she's been here that
they have filed vicious on an animal that hadn't attacked a human or another animal. Ms. Mitchell
informed the committee that on Monday that the Animal Services Center had their state quarantine
inspection and passed. Ms. Kreidler informed Dr. Gibson that included in the budget for next year was
the vaccination for kennel cough for quarantine animals. Dr. Gibson informed Mrs. Kreidler that if they
come into her practice they have to abide by her boarding rules. Mrs. Kreidler asked Dr. Gibson if she
could receive a copy of the boarding rules. Dr. Gibson replied that she requires Distemper, Bordatella,
Rabies and a Heart Worm test and they need to be on heart worm preventive and if needed Dr. Gibson's
practice will do it the day they come in and vaccinate for rabies later. She informed that it cuts down on
the amount of diseases that come into their practice.

Ms. Mitchell advised that the next ASAC meeting is set for Friday August 10, 2012 at 12:00 p.m.
Lila Arnold made the motion to adjourn. Penney Miller seconded the motion to adjourn. Motion
carried and all were in favor.
