Lake Wichita Revitalization Committee Minutes - 03/14/2023 MINUTES LAKE WICHITA REVITALIZATION COMMITTEE March 14, 2023 PRESENT: ■Members David Coleman, Chair Tim Brewer, City Council Rep Steve Garner, Vice Chair Michael Battaglino Matt Marrs Alicia Castillo, Gold Star Family Rep Austin Cobb John Strenski Slane Boswell, City Engineer •staff Terry Points, Parks Superintendent Alan Peregrino, Project Manager •Guests ABSENT: Rick Hernandez, Sharon Roach, Alison Sanders, Kari Shaw, Ford Swanson 1. Call to Order: David called the meeting to order at 10:03 am. 2. Approval of Minutes: February meeting minutes were approved unanimously. 3. Project Updates: 3.a. Veteran's Plaza Project: Construction is well underway, with concrete placed at the Vietnam Plaza and the walkway, with work just starting on the handicapped parking space. The Woody Williams Foundation final payment of$10,750 was made from the PayPal account, via David's personal account, and installation of the Gold Star Family monument is scheduled to begin 18 April. The memorial bricks will be installed in late April, and David will coordinate volunteers to get them laid out alphabetically, perhaps asking SAFB if they would like to assist. David stated that 29 May 2023, Memorial Day, is on Rep Jackson's calendar for a Dedication Ceremony in the early evening. Michael stated that rental of a 30'x45'tent with 50 chairs will cost $2,500 if the event goes past 5:00pm. The Committee agreed this cost is approved. David stated that he will create a draft Program for the ceremony and send it out to the group for comments. Speakers will include Rep. Jackson and Alicia, and possibly the Mayor, Glenn Barham, SAFB Leadership, or WWF Rep. David will contact local ROTC units for music and presentation of the Colors, and will contact the SAFB PAO, George Woodward, about their participation in the ceremony. Also, Mike will contact the Legion Post 169 to discuss the Eternal Flame monument, and we will check to see if an electronic flame is feasible. March 14, 2023 The DAR has decided they will NOT hold a Vietnam Veterans Day ceremony at the Lake Wichita site. The construction activity can be paused, but it will not be a suitable situation for a ceremony. 3.b. Lake Deepening: John Strenski will set up a meeting with Sam of Dredge America later this month, he needs to find out when Sam will be in Wichita Falls. John will let David know when that meeting is scheduled, and David will invite the group to attend. Blane will send the lake bottom core sample data from the 404 Permit to David, who will share it with John to ' forward to Sam. We will continue to pursue funding options to deepen the lake. John stated that Lakeside City would like to deepen the water and improve the area around their boat ramp. The group tentatively agreed to provide funds to assist this project, and John will provide further information about the scope and cost. John invited the group to tour the boat ramp on April 11. 3.c. Kayak Launch Grant: Terry will schedule his crews to install the launch equipment, in three or four weeks. 3.d. Former Yacht Club Rehabilitation: The 11 April LWRC meeting will be held at the American Legion Post 169 facility, so the group can walk next door and see the Yacht Club basin in person. The address is 4615 Lake Shore Drive. The group is also invited to tour the Lakeside City boat ramp afterward. 4. Discussion of Brick Sales and Fundraising Initiatives: David mentioned the Smoker sold to Keith Meadows for$1,000. So far, only one raffle ticket holder has requested a refund, and David will send him a $100 check. Steve presented a check from the Broken Chains Church for$960 for the Veterans Plaza project. Proceeds from both will be deposited to the Wells Fargo account. David and John will meet at Wells Fargo bank this afternoon to add David as a signature authority on the account. 5. Other Business Matters: David will continue to contact Ms. Katherine McGregor, Chair of WFISD Board, to start a discussion about possibly relocating the memorial items at the stadium to the Plaza. David will also contact Robert Mauk and Kathie Forehand-Chaddick to see if any TPWD Grant offers are coming up. 6. Adjournment: The meeting adjourned at 10:55 am.
