I. Introduction
Mr. Welburn, acting as chair, called the meeting to order at 4:10 p.m.
Mr. Clark reported that the current balance in the TIF fund is $395,915.94.
II. Approval of June 3, 1999 Minutes
Ms. Terry moved to approve the June 3, 1999 minutes. Mr. White seconded. The
minutes passed with a unanimous vote in favor.
III. Request for Funding Assistance
Richmond Condominiums
1000 Tenth Street
Mr. Randle Forcher, developer of the Richmond Condominiums, was seeking additional
funding of $5,625 for landscaping irrigation, additional landscaping, and sidewalk
cutouts for trees. Mr. Clark and Mr. Forcher explained the details of the request for
funds.

After reviewing copies of estimates for the proposed use of funds, it was moved by Ms.
Terry, and seconded by Mr. White, that the TIF Board fund Mr. Forcher's request. The
vote was unanimous in favor of the request.
IV. Other Business
Mr. Welburn asked whether the City's tree program would benefit Mr. Forcher. Mr.
Clark was unsure if the City has live oak trees, which are Mr. Forcher's preference.
Mr. Clark reported on the status of the railway museum gate project that the Board had
approved for funding. The right-of-way for the gates has not been established.
