MINUTES OF MEETING
January 18, 2001 By Time ; (s
This evening's meeting was a special meeting of the Human Needs Commission. Its
primary purpose was to make committee assignments and establish calendar year 2001
commission and committees' goals. The meeting was convened in the Log Cabin in
Lucy Park. Attendance was as follows:

1. Call to Order:
Item 1.The commission was called to order by Ms Vickie Tanner at 6:55 p.m.
The 16 Oct 2000 minutes were reviewed and approved without corrections.
There was no meeting in November and December. The following items were
discussed:
2. Old Business:
Item 1.Committee on Aging — This committee is now adequately staffed. Kay
Geurin is working the issue of senior citizens and Cheryl Krause is working on
issues related to health care for senior citizens.

Item 2. Committee on Disabilities —Mr. Jamar has submitted information-listing
resources for the disabled to the City's Web Page Manager. Members of the
Disability Committee will review the information submitted and make
recommendations.
Item 3. Committee on Human Relations — There is no change. Efforts are still
being made to start study groups and solicit support from other outside agencies.
item 4. Committee on the Status of Women —This committee is still working to
resolve legal issues involving domestic violence, passing and ordinance to have
the perpetrators of domestic violence prosecuted even if the victim refuses to
press charges, and they're searching for grants for the projects' funding.
Item 5.There was no new information concerning the United Way's request for
the Commission's assistance to serve as focal point for ensuring "the right local"
agencies are involved in the upcoming needs assessment survey of the City of
Wichita Falls by the United Way.
4. New Business:
Item 1. Election of the Commission's Vice-Chairperson and Secretary. Ms.
Vicky Tanner was re-elected as Vice Chairperson and Mr. Kirby Haskins was
elected as Secretary. Penny Miller will remain as the Chair of the Commission as
this position is appointed by the City Council.
Item 2:Dave Goodrich gave a short presentation on the history of the
Commission. He pointed out that the Commission had originally been formed by
the combination of four separate commissions since the four commissions tended
to be concerned about the same issues. He also addressed the need for the
Chairperson to be the only person who could speak for the Commission as a
whole. Additionally, while staff can proved some assistance, the Commission
like all other City commissions does not have a budget.
Item 2. All commission members were asked to gather in the individual groups in
which they wanted to work. Also, they were tasked to review previous last year's
goals and develop goals for their chosen committee for Calendar Year 2001. The
commission reviewed and approved the following committee assignments and

Chairperson: Kay Guerin 1. Establish a forum or representatives
Kirby Haskins of services for the aged.
Cheryl Krause 2. Gather information and identify
Steve Young needs of the aged.
3. Develop method to disseminate
information to the aged i.e.
newspaper, etc
Committee on the Disabled—
Committee Assignment: Prioritized Calendar Year 2001 Goals:
Chairperson: Renee Jackson 1. Continue previous goal of compiling

Maria Maldonado local support groups for the
Vickie Tanner disabled on the City's Web Site, etc.
2. Raise community awareness of
people with disabilities.
Committee on Status of Women—
Committee Assignment: Prioritized Calendar Year 2001 Goals:
Chairperson: Rita Volkes 1. Continue goal of combating
Keith Cupples domestic violence (Identify
Dennis Marquardt resources and publicize).
Brent Walker 2. Facilitate the task force by
broadening representation.
3. Pursue the Task Force aims.

Item 3: Dave Goodrich suggested the commission make placing information on
the Commission, including goals and achievements, on the City Web Page as a
goal for the entire Commission for calendar year 2001. Each committee member
is requested to start formulating ideas by the next
meeting.
5. Adjournment.
Item 1. There being no further business, a motion to adjourn was made and
seconded. The motion to adjourn was unanimous. The committee adjourned at
8:55 P.M.
Item 2.The next meeting will be held on 19 February at 5:PM in the City Council
Conference Room.
