MINUTES OF MEETING

Today's meeting is a regularly scheduled meeting of the Human Needs Commission.
The meeting was convened in the City of Wichita Falls Council Conference Room.
Attendance is as follows:

Call to Order:
Item 1-The Commission was called to order by Ms.. Penny Miller at 5:00 p.m.
The June 19, 2000 meeting minutes were approved unanimously with no
corrections by a motion from the floor. The following items were
discussed during the meeting:
2. Old Business:
Item 1-Oath of Office for New Officers/Members-This item is tabled until the
present vacancies are filled.
Item 2-Committee on the Status of Women-Ms. Yokes began by announcing a
vacancy on her committee. Ms. Janice Manzo is resigning because her
husband is accepting another job in another city. Ms. Yokes' committee is
now focusing on women and men domestic violence. She asked the
director of "First Step" for a prioritized listing of areas of domestic
violence to focus. The director of First Step provided the following needs
listing in order of precedence:

#1—Affordable clients' housing
#2-Clients' Legal Assistance
#3-Clients' Transportation
#4-Child Care for client's children
Item 3-Committee on Aging-The president of this committee has resigned due to
an increase in her job workload. Ms. Miller is searching for a chair for
this committee.
Item 4-Committee on Disabilities-The committee is still compiling information
for a pamphlet on local support groups.
Item 5-Committee on Human Needs-The committee is still formulating plans to
establish race related study groups by September.
Item 6—Removal of Chronic Absentee Commission Members-Chronic absentee
members were presented to the City Council for removal. They are
officially removed and the positions are being advertised.
Item 7—Human Needs Committee Members Individual Review of the Human
Needs Committee's Promotional Pamphlet-All Committee members are
scheduled to provide input July's meeting.
3. New Business: None
4. Guest Speaker: Mr. Rene' Moquin, newly appointed Executive director of the
Wichita Falls United Way, and his secretary Terry Moschgat attended the
meeting. Mr. Moquin gave a brief overview of the United Ways' vision for the
future under his leadership. Under his leadership, he wants the United Way to
achieve two things: (1) Assess and improve its community fiscal effectiveness (2)
Find ways to assist the community in its most urgent needs.
Item 1-Assess and Improve its Community Effectiveness-Mr. Moquin plans to
ensure money raised is spent on the community's top needs.
Item 2-Find Ways to Assist the Community in it Most Urgent needs-In order
to determine the community's needs, a needs survey must be performed.
He said the community prompts need surveys. In other words, if he
receives enough interest in identifying community needs, a needs survey
will be done. He said his organization serves in an advisory capacity to
help the community. In order for the United Way to help the community,
the community must demonstrate strong backing or "buy-in" for any
identified needs.

5. There being no further business, a motion to adjourn was made and seconded.
The motion to adjourn was approved unanimously. The Commission adjourned at
6:p.m.
6. The next meeting will be held on the 17th of July at 5:p.m. in the City Council
Conference Room.
