Construction Board of Adjustment Minutes - 12/04/2002 MINUTES Construction Board of Adjustment and Appeals December 4, 2002 Board Members Present: City Personnel &Visitors: Randal Poteet(Chairman) Dave Clark (Director) Bill Rowland (Vice Chairman) Bobby Teague (Building and Brian Walser Code Administrator) Phil Ringman James Foster(Home Builder) Jackie Lebow, Jr. Rick Graham Louis Lane Gene Arbuckle Gary Oatman Chuck Dennis (Home Builder) Garland Martin Charles Barr (Home Builder) Syd Litteken Kevin Darnell (General Contractor) Harris Pink (General Contractor) Council Members Present: Harold Hawkins (Councilor) Board Members Absent: John Ferguson (bst Chairman Poteet called the December meeting to order at 2:05 p.m. The meeting opened with the discussion of the advantages of the Commercial Contractors testing. It was brought to the boards attention that we have had the testing and people are having a hard time obtaining their General Contractors License. Board members asked the questions pertaining to the Bonding and General Liability Requirements of the Building Contractors. The Board also asked how many people had passed and failed the test. The percentage of Contractors that had passed was very low. Mr. Darnell stated that the test was a good idea and that it was helping the citizens of Wichita Falls. Mr. Graham stated that he was a business owner and unable to obtain a Building Permit to work on his own property. He also stated that he knew several Business owners who would pay a Building Contractor to obtain a permit for them and they would do the work themselves that is why we should drop the Commercial Testing requirements. Mr. Foster also opposed the testing his complaint was that he had to obtain a General Contractor to pull the permit. Mr. Poteet asked for a motion. Mr. Ringman made the motion to drop the Commercial Testing requirements and Mr. Walser seconded it. The motion was approved with a unanimous vote in favor. Councilman Hawkins suggested that the new Board look into the amounts of the Code Compliance bonds and also the General Liability requirements. Chairman Poteet asked how the City of Wichita Falls fees compared to other Cities our size. Chairman Poteet suggested that the new board review this along with the Code Compliance Bonds and the General Liability requirements. Mr. Hawkins also commented on the Boards willingness to pass the new International Code and make amendments to it, The Board has done a good job an we appreciate their hard work. There was no other Business. Chairman Poteet adjourned the meeting at 2:45 p.m. Randal Poteet, Chairman
