Construction Board of Adjustment Minutes - 03/31/2003 Minutes Construction Board of Adjustments and Appeals March 31, 2003 Board Member Present: City Personnel & Visitors: Jackie Lebow, Jr. Dave Clark (Director) Harris Pink Bobby Teague (Building And Phil Ringman Code Administrator) Gary Oatman Jerry Gamble (Chief Plumbing Charles Barr And Mechanical Inspector) Chuck Dennis David Collins (Fire Marshall) Leo Lane Syd Litteken Jimmy Barnes Garland Martin Board Members Absent: John Ferguson Bobby Teague called the meeting to order at 10:00 am. The First order of business was to elect the Chairman of the Board and Vice Chairman. Charles Barr nominated Chuck Dennis. Garland Martin nominated Jackie Lebow, Jr. Secret ballot was held Jackie Lebow Jr. was voted Chairman and Chuck. Dennis was voted Vice Chairman. The meeting opened with Chairman Lebow stating that the reason for the meeting today was to review the 2000 International Mechanical, Gas, Plumbing and Fire Codes for adoption by City Council. David Collins started by going over the Fire Code. He stated that we are currently using the 1994 Standard Fire Code. This code is very similar to the 2000 International Fire Code. There was a concern about Knox Boxes. Mr. Collins wanted it verified that the boxes would not need to be on Residential. It would need to be on Commercial Buildings only. Chuck Dennis made the motion to table this until it could be reviewed further and some of the Committee members are present to present their views. Everyone was in favor of tabling this until the next meeting. Bobby Teague stated that a committee that included Leo Lane, John Ferguson and Brian Walser reviewed the 2000 International Mechanical, Gas, and Plumbing Codes Chairman Lebow appointed a committee to review the Fire Code to see what changes needed to be made. The Committee consists of Chuck Dennis, Leo Lane, Harris Pink and Chairman Lebow. Chairman Lebow also suggested that all board members have a current roster of Board members and term limits. Even though the board voted to table voting on the changes, Jerry Gamble presented the staff proposal on text changes for the 2000 International Mechanical, Gas, and Plumbing Codes to save time in the next meeting. The Board will vote on these changes when the new committee presents the proposed changes to the Fire Code. Jerry Gamble stated that the staff has been using these Codes as reference for the last year and half. Proposed changes from the staff are attached hereto. The Construction Board of Adjustments and Appeals will meet again after the new committee reviews the Fire Code to review the final drafts of the 2000 International Mechanical, Gas, Plumbing and Fire Codes. Bobby Teague had one other issue: Dangerous Structure Chapter 22 Section 603-Standard for Repair, Section 4. If we tag a structure as dangerous, it states now that the debris from demolition can be taken free of charge to the City landfill. We propose to change this to read: All debris resulting from demolition shall be disposed of at a Certified Landfill. Motion to accept this was made by Leo Lane and seconded by Charles Barr. The motion was approved with a unanimous vote in favor. Harris Pink brought up the problems of Roofing Contractors being on probation or having their license suspended is still using the same name and pulling permits but under another Contractors license. It was suggested that the wording to the ordinance be changed so that if their license is revoked they cannot work as a Contractor or a Sub-Contractor. Chairman Lebow suggested having the City Attorney change the wording on the ordinance. There was no other Business. Chairman Lebow adjourned the meeting at 11 :45 AM. Jackie Lebow, Jr. Chairman
