CALL TO ORDER: A. The meeting was called to order by Penny Miller at 6 :30 p.m. A motion to approve the minutes of the November 1999, meeting was made . The motion was approved unanimously. 2 . OATH OF OFFTrF: A. The Oath of Office was deferred to the next regular meeting of the Commission. 3 . ORIENTATION OF TH . OMMT STON MEM R A. Dave Goodrich gave a brief overview of the history of the Commission and how the Commission operates through the four standing committees . He stressed that to be successful , the committees are where the real work of the Commission is accomplished with the Committees reporting back to the Commission as a whole. The Commission then will approve or disapprove the course of action planned by the committees. It was also stressed that Penny Miller as the Chairperson is the only Commission member who can publicly speak for the Commission. Ms . Miller may delegate this authority to other Commission members who are engaged in specific programs . B. Penny Miller as the Chairperson provided an overview of the goals and accomplishments of the Commission during the past year. The Committee on the Status of Women is in the final stages of their needs assessment concerning teen pregnancy and parenting skills . The Human Relations Committee has focused on the establishment of Study Circles as a method to bring various groups in our community together. The Committee on Disabilities was able to give the Safe Return Program additional publicity. The Committee on Aging has attempted to arrange for community education on the changes to Medicare/Medicaid. However, there have been so many ongoing changes that this has proven difficult . Ms . Miller concluded by encouraging the selection of only one or two goals from each committee and to make sure that goals are reachable . Commission on Human Needs, January 24, 2000 (continued) 4 . R1 ect.i on of Of f i ne. : A. Vicki Tanner was nominated as the Vice-Chair by Brent Walker and seconded by Rita Vokes. There were no other nominations and Ms . Yokes moved to close the nominations . The vote on Ms . Tanner' s election was unanimous . B. J.D. Jamar volunteered to be the Commission' s Secretary. His nomination was made by Renee Jackson and seconded by Ms . Yokes . The vote was unanimous . 5 . Committee Assignment : A. Committee on the Status of Women Rita Vokes (Chair) Janice Manzo Vicki Tanner Brent Walker B. Committee on Human Needs Katherine Phillips (Chair) Allen Cherry Steve Keller Maria Maldonado Before the Commission broke into the respective committees to establish the goals of the Commission, there was a discussion on how the committees will be able to measure their success . In dealing with societal issues, it may be very hard to see immediate success . However, the individual members will know if they have made a difference in our community. 2 Commission on Human Needs, January 24, 2000 (continued) 6 . F„stabl i shment. of Committee Goals: : A. Committee on the Status of Women: The Committee on the Status of Women will focus on domestic violence with the emphasis on violence to children. The first goal will be to identify community resources, the second to develop an awareness program with the goal of letting victims know that it is alright to seek help and thirdly identify and publicize the danger signals associated with domestic violence . B. Committee on Aging: The Committee on Aging established two goals for the coming year. The first is a long-term goal to promote the awareness of resources for medical, nutrition and transportation for the aged and their caregivers . The second goal that is a short-term goal is to provide education to the aged and their caregivers on nutritional resources that are available . C. Committee on Disabilities : The Committee on Disabilities set the goal of developing and disseminating a centralized reference of local agencies available to support the physical, emotional and fiscal needs of both the physically and mentally challenged members of our community. D. Committee on Human Needs : The Committee on Human Needs established two goals . The first is the promotion of Study Circles . Carroll Wilson and the Times Record News have agreed to sponsor a Study Circle on race relations . The Committee on Human Needs has worked the Study Circle project for over a year. The Times Record News sponsored Study Circle can demonstrate whether or not there is community support for this project . A second goal was established in the event that it is determined that Study Circles is unworkable. The second goal is to increase awareness by providing a variety of cultural data on the ethnic groups that make up our community The Commission reformed and each committee made their report concerning the goals that they had established. The goals of each committee were accepted by unanimous vote by the Commission as a whole. There being no further business, Ms . Miller requested that there be a motion to adjourn. The motion passed unanimously. The Commission adjourned at 8 :47 p.m. 3 Commission on Human Needs, January 24 , 2000 (continued) The next regular meeting of the Commission will be held at 4 : 30 p.m. on February 21 , 2000 , in the City Council Conference Room in Memorial Auditorium.
