CALL TO ORDER: A. The meeting was called to order by Dr. Tickle at 5: 40 p.m. A motion to approve the minutes of the August 17, 1998, meeting was made by Rita Vokes and seconded by Bob McBee. The motion was approved unanimously. 2 . Guest Speaker: A. Carolyn Sousa, Director of Nursing, presented a talk on the many community health services that are offered through the Health Department (see attachment. ) Ms . Sousa also discussed the various funding sources that are used to maintain the wide variety of programs that are available. It was mentioned that new federal guidelines may cause some restructuring of public health care. It may be that some programs which are currently promoted by the Health Department will be modified or eliminated as a result of these guidelines . At this time, it is not clear what impact the new guidelines will have on specific programs . The Commission thanked Ms . Sousa for her excellent presentation. 3 . OLD BUSINESS: A. Flyer on the Commission on Human Needs : The Commission on Human Needs Flyer has been mailed to approximately 30 different agencies in the Wichita Falls area. 4 . Committee Reports : A. Committee on Aging: (1) No Report . Commission on Human Needs (continued) , B. Committee on Human Needs. (1) Penny Miller reported that Katherine Phillips and the group which have been working towards establishing the study circles program, have decide that that it will be January before they will be ready to begin the program with the public. The delay is due to activities associated with the holiday season. C. Committee on Disabilities. (1) No report. D. Committee on the Status of Women. (1) Michael Norrie reported that he is working with State officials to encourage them to place the state' s day care licensing agency yellow page listing in the section of the yellow pages that list child care facilities. Mr. Norrie stated that in an upcoming state conference this will be favorably presented as an initiative. (2) It was announced that the Committee will be meeting with representatives of the School Nurses program on November 19, 1998, to identify health care issues and needs . From this it is anticipated that future committee programs may be aimed at assisting the school health program. 3. NEW BUSINESS. A. Bob McBee announced that he had two students who have a total of 100 hours of community service to complete and that if any one had a need for assistance to please call him. B. Dr. Tickle announced she had served on the Commission for six and possibly seven years and was therefore not eligible to be re- appointed to the Commission for another term. She also announced that Jerry Hampton has served six years on the Commission and that he would not be eligible to serve another term on the Commission. Both of these individuals will be missed. There being no further business, a motion to adjourn was made by Ms. Penny Miller and seconded by Mr. Jerry Hampton. The motion passed unanimously. The Commission adjourned at 6: 20 p.m. The next regular meeting of the Commission will be held at 5: 30 p.m. on January 18, 1998, in the City Council Conference Room. ADOLESCENT HEALTH: Program addressing teen pregnancy prevention, adolescent health education needs; parenting classes and adolescent referral/advocacy needs. IMMUNIZATION: Administration of routine vaccines for children and adults as indicated. Walk-in immunization services are available at the Health Department and the Martini Luther King Center Monday-Friday 8am to 4:30pm. TUBERCULOSIS: Services include skin testing, medical evaluation, counseling, pharmacy and lab services. Contact Lori Morrow, R.N., or Marge Fougeron, R.N. at 761-7841. Skin testing available Monday thru Friday 8am to 4:30pm. HIV TESTING: Confidential testing and counseling by appointment only. Educational services available. Contact testing office at 761-7843. HIV CASEMANAGEMENT: Direct services and service by referral for HIV/AIDS clients. Contact DeWayne Robertson at 761-7898. DENTAL: Services are provided to children age 1-21 Must meet Texas Department of Health guidelines for eligibility. Contact Sis Green,R.N.,at 761-7841. SEXUALLY TRANSMITTED DISEASES: Walk-in clinic available Monday & Tuesday, 1-3:30pm; Thursday & Friday, 8-10:30am. Contact Marge Fougeron, R.N., or Ed Matelski, Disease Intervention Specialist at 761-7800. PREGNANCY TESTING & COUNSELING: Walk-in clinic available Monday,Wednesday and Friday 8am to 4:30pm. WIC: Federally funded food supplement program for pregnant and nursing mothers, infants and children up to age 5. Must meet financial and nutritional eligibility.
