MINUTES OF THE REGULAR BOARD
MEETING OF THE BOARD OF
COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY
OF WICHITA FALLS,TEXAS
On the 6th day of May, 1999 at 3:00 p.m., the Board of Commissioners of the Housing Authority
of the City of Wichita Falls,Texas met in the Board Room,at 501 Webster Street.
Present: J.L.Watkins,Chairman
Pat Nelson,Vice Chairman
Mary Parham,Resident Commissioner
Others: Richard E.Schneider,Lori Miller,Danny Quintero,
John Damaska,Julie Steadman,and Gary Baker
There being a quorum present the meeting was called to order by Chairman Watkins and the
following business was transacted.
The minutes of March 11th, 1999 were voted on. Commissioner Parham made a motion to accept
as presented,with no corrections,additions,or deletions. Vice Chairman Nelson seconded the motion.

Chairman Watkins declared March 11th, 1999 minutes approved and then introduced Resolution
1288—Approve PHMAP Certification.
After review and discussion Vice Chairman Nelson made a motion to accept Resolution 1288 as
presented. Commissioner Parham seconded the motion.
Ayes: All
Nayes: None
Chairman Watkins declared Resolution 1288 approved and then announced Resolution 1289 -
Approve New Resident Application.

WHEREAS,the Wichita Falls Housing Authority has revised and condensed
the Resident Application for Housing.
THEREFORE BE IT RESOLVED that the Board of Commissioners
approves this new application.
After review and discussion Commissioner Parham made a motion to accept
Resolution 1289 as presented. Vice Chairman Nelson seconded the motion.

Chairman Watkins declared resolution 1289 approved and the
announced Resolution 1290—Approve Police Sub-Stations.

Approve Police Sub-Stations
WHEREAS, the Housing Authority has designated three (3) units to be used
as Police Sub-Stations.
WHEREAS, the Board of Commissioners must approve the following units
at 805 C Juarez, 112 E. Offutt, and 202 F E Wichita to be taken out of
occupancy.
THEREFORE BE IT RESOLVED that the Board of Commissioners
approves these units to be removed.
After review and discussion Vice Chairman made a motion to approve
Resolution 1290. Commissioner Parham seconded the motion.

Chairman Watkins declared Resolution 1291 — Approve Removal of
Employee Units.

Approve Removal of Employee Units
WHEREAS, the Housing Authority must approve 7 units to be removed for
employees.
WHEREAS, removing these units will help the PHMAP score.
THEREFORE BE IT RESOLVED, that the Board of Commissioners remove
these units.
After review and discussion Commissioner Parham made a motion to
approve Resolution 1291 as presented. Vice Chairman Nelson seconded the
motion.

Nayes:None
Chairman Watkins declared Resolution 1291 approved as presented and
then announced Accounts Receivable Write Offs, Investments, Sheppard
Field Account, and Equipment Write Offs.
After review and discussion Commissioner Parham made a motion to
approve Write Offs, Investments, and the Sheppard Field Account. Vice
Chairman Nelson seconded the motion.
Ayes: All
Nayes:None
Chairman Watkins declared all of the above approved and then announced
Other Business.
With no further business the meeting was adjourned.

the City of Wichita Falls, Texas, as require by Article 6252-17, of Vernon's
Annotated Texas Statue, as amended, the agenda was posted. Witness my hand and
