Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.

Mayor Barham called the meeting to order.
Item 2a
Councilor District 2 Annetta Pope gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3a
Mayor proclaimed October 7-13, 2012 as "National 4-H Week" in Wichita Falls.
A representative from the Wichita County Extension 4-H Agency accepted the
proclamation.
Mayor proclaimed October 7-13, 2012 as "Mental Illness Awareness Week in
Wichita Falls".
Item 3b
Mayor recognized Mr. Jeffrey McDonald, Maintenance Worker, Parks Department, as
Employee of the Month for October 2012. Mayor presented Mr. McDonald with a plaque, a
letter of appreciation, restaurant tickets, and a check.
Item 4
Cindy Cotton, 1508 Tilden, Neighborhood Association Vice President and spokesperson,
thanked Council for working with their historical district, the new handicap accessed curbs, street
lights, and paving of alleys; we have worked hand in hand with the City. Their neighborhood has a
concern with the removal of the alley dumpsters. This will take away from the historical aspect of

their neighborhood. If the alley dumpsters are removed we will see a rise in criminal activity
because we will not be back there. People will be more apt to dump tree limbs, trash, and
other items in the alleys once the dumpsters are removed. Our pipes and streets are old;
driving large sanitation trucks over them will put major wear and tear on them. She invited
Council to their Fall Tour. She commented that this group of neighbors was only a small
number of residents that does not want alley dumpsters removed.
Mayor clarified that that decision has not been made. We will have another item on the
October 16 Council agenda.
Carolyn Looney, 1500 Hayes, spokesperson for the West Floral Heights Historical
Neighborhood, felt that it would be a big mistake to remove the alley dumpsters; fuel cost would
increase because there would be more stops, but in alleys there would be only three stops. It will
also affect the handicap. Also, most people work and dumpsters would be out there all day and
would be an eyesore.
Numerous neighborhood residents were present in support of keeping alley dumpsters.
Robert Seabury, 2 Shepherds Court, informed that the Curtis Jenny Airplane needs a
home, and suggested that the Jenny be displayed at the new Airport Terminal. It would be a great
display for the passengers and provide the environment it needs. Their preference would be that
the terminal be expanded to accommodate the Jenny; however a new building could be
constructed in the location of the old terminal to accommodate the Jenny along with a retired F-16
or T-38. Funding could be from 4B, foundations, and private monies. It could take place five years
from now.

Minutes of the September 18, 2012 Council meeting were approved as
distributed.

Falls Downtown Travel Center, And Authorizing The City Manager To Execute
All Documents Necessary To Approve Trade Contractors And Subcontractors
In Accordance With Chapter 2267 of the Texas Government Code

Phase I Of The Terminal Area Project At Wichita Falls Municipal Airport, In An
Estimated Amount Of$397,727.55

City Council recessed at 9:15 a.m. and reconvened at 9:30 a.m.
Item 10a
Public Works Director Russell Schreiber gave a presentation on the Conversion of
Alley Collection to Curbside Collection. Copy of Mr. Schreiber's presentation is on file in the
Office of the City Clerk.

Parks Department Director Jack Murphy gave an update on the 80 Acre Open Space
Trail. Mr. Dennis Sims with Sims, Duncan & Stoffall, Consultants, provided an analysis on the
Pedestrian Bridge. Copy of this presentation is on file in the Office of the City Clerk.
Council consensus was that planning on the Pedestrian Bridge proceed contingent on
funding; they will make a decision as to which route to take when the time comes.
Item 10b
Council members brought up the following matters.
Councilor Annetta Pope:
a) Resident at 313 Maple expressed appreciation to the City for pipe replacements at
that location.
b) Rite Tree Service is cutting trees and leaving them on empty lots in District 2, need
to check into this.
c) Asked staff to check into tree limbs on Gladiolus Street.
Mayor Glenn Barham:
a) Jim Pettyjohn passed away last night. Pettyjohn was unequal in his knowledge of
the history of this community. He was dedicated and committed to providing museums, and
helped kids see the history of Wichita Falls. The Fire and Police Museum was his passion; he
was a walking historian. He has gone to meet his Lord and Saviour face to face, rest in
peace, my friend.

Item 11
City Council proceeded to the groundbreaking ceremony for the City's Travel Center at
306 Scott.
