The November meeting of the Wichita Falls Traffic Safety Commission was called to
order by Co Chairman Brad Altman at 1:30 P.M.
Trooper Joe Clement gave the invocation.

Co Chairman Altman welcomed the new members and guests. Kay Hayes,Felipe
Hernandez, and Mike Kelly were welcomed as visitors.
The financial report and minutes for the October meeting were approved as written.
The accident statistics were circulated for review.
City Traffic Report
John Burrus reported that 12th, 13th. and 14th streets have now been converted to
two way traffic. No problems so far.
State Traffic Report
Tim Hertel reported the Kell project is approximately 40% complete. The project
should be completed by spring of 2003. The Hike and Bike trail from Jaycee Park to Lake
Wichita dam is almost complete.
Unfinished Business
Item 01-02: Public Service Announcements
Elaine Bourgoin suggested that the commission consider sponsoring McGruff
for public service announcements related to school and child safety issues. Artie Woods
(McGruff) and Trooper Joe Clement do a lot of different programs targeting child safety
and are willing to do PSAs on Channel 11. Jerry Vandiver with the Public Information
office is willing to run the spots but it must be sponsored by the commission.
Commission members voted to sponsor the program.
Mr. Ken Parker will also check with the school system information
officer regarding running the same programs on the school channel.
Item to remain open.
Item 01-04: Speedway/Harrison Traffic Controls
John Burrus reported that they are still waiting on the software needed to
perform the traffic study. Item to remain open.
Item 01-07: Safety Patrol Incentives/Training
Trooper Joe Clement recommended that for the upcoming school year the
incentives should be changed for the safety patrol program.
Trooper Clement advised the commission that Jody Wade has agreed to
provide a limo as transportation to a pizza party for the first place winner. Commission
members voted to accept the recommendation.
Trooper Clement also advised the commission that training is being offered
to each campus.

New Business
Item 01-11: Kellygreen Request
Mr. Felipe Hernandez and Mrs. Kay Hayes advised the commission of a
problem in their cul-de-sac around the island. Part of the curb around the island has been
painted red and the rest has been painted white. Tickets have been issued when cars have
parked beside the red area. Mrs. Hayes advised that there has never been a problem
regarding parking until the curb was painted red. Mr. Mike Kelly advised that there is a
problem with the parking when he is not able to get out of his driveway when cars are
parked where the curb is now painted red. He advised that his wife has called the police on
one occasion when someone was parked in the no parking area. Mr. Hernandez and the
rest of the neighbors on the cul-de-sac do not feel that the area should have red curb. They
do not feel that there is a traffic problem or emergency access problem to warrant the red
curb.
Mr. Burrus explained that he has measured the area. The legal requirement
is that there be no less than 15 feet travel area. When cars are parked on both sides of the
street there is only 10 1/2 feet from tire to tire of travel area.
Co Chairman Altman suggested the commission voice their opinions
regarding the matter after looking at the area and hearing the resident's comments.
Mr. Clyde Williford advised the commission that he would recommend
leaving the curbs painted as they exist. But he suggested that a no parking sign be erected
to meet the parking signage requirements.
The commission agreed that a sign should be installed understanding that the
sign will detract from the aesthetics of the area.
Mrs. Bourgoin advised the commission that she researched the ordinances
involved and found that the layout of the driveways does not conform to the requirements
of distance between drives. Also considering the distances for the travel area, the whole
island should be painted red to conform to standards. Mrs. Bourgoin stated that she tried
to make her decision as if she lived on the street and feels that if she had visitors she would
not want them to have to park a block away. Considering that Mr. Kelly is the only person
is really affected by the parking on the island side of the cul-de-sac, she recommends that
the curb in that space be left red to alleviate the problem for Mr. Kelly. However, she
recommended that the "No Parking" signage be painted on top of the red curb rather than
installing a vertical sign. Mrs. Bourgoin explained that her recommendation might not be
the answer that the residents wished to hear, but the solution would alleviate the problems
that exist while conforming to standards set forth by the ordinance.
Commission members voted to accept Mrs. Bourgoin's recommendation and
Mr. Burrus advised that he would arrange for the painting to be completed.
Mr. Altman thanked Mr. Kelly, Mrs. Hayes, and Mr. Hernandez for
bringing the issue to the commission and expressed his hope that the matter will be
resolved.

Item 01-12: Election of Officers
The nomination committee was comprised of Mr. Clyde Williford,
Brad Altman, and Tom Walls. Mr. Williford made the nomination for chairman as Mr.
Jody Wade, Mr. John Burrus, or Mr. Henry Oliver. The nominations for co-chairman
were Mr. Tom Walls,Mr. Don Vann,or Mr. Tim Hertel.
By unanimous vote, Mr.Jody Wade was elected as chairman and Mr.
Tim Hertel as co-chairman for 2002.

Item 01-13: Radar Trailer
Mr. Burrus advised that a basic kit with a trailer retailed for
$5995.00. He is trying to get a price for the basic kit and have the trailer built by city
employees. Item to remain open.
Item 01-14: Fall Safety Patrol Activity
Mrs. Bourgoin advised that SkateWhirl as been booked for Tuesday,
December 11,2001 from 4:00 to 6:00 p.m. Assignments were made for Mr. Burrus to
secure the ice,Trooper Clement to arrange for the drinks, Mr. Bourgoin for the cups and
reminders to each member, MSgt. Zillweger for Sheppard Air Force Base volunteers, and
Sgt. Brad Hardin to arrange for officers to help with the traffic. Mrs. Bourgoin
encouraged members to attend to help supervise the skaters. Item to remain open.
Items of Discussion
Co-chairman Altman reminded members that there will not be a
December commission meeting.
There being no further business before the Commission, the meeting was adjourned
at 2:45 P.M.
