The October meeting of the Wichita Falls Traffic Safety Commission was called to
order by Chairman Jody Wade at 1:35 P.M.
Elaine Bourgoin gave the invocation.
Chairman Jody Wade welcomed the new members and guests. Commission
members introduced themselves and the entity they represent. Kay Hayes and Felipe
Hernandez were welcomed as visitors. Tom Walls with the Wichita County Sheriff
department and Ken Parker with the Wichita Falls Independent School District were
welcomed as new members.

The financial report and minutes for the September meeting were approved as
written.
The accident statistics were circulated for review. Elaine Bourgoin read the
statistics for the top 10 accident locations for the month of September.
City Traffic Report
John Burrus reported that funding had been provided in the new budget to replace
the traffic lights in the city. With the assistance of the Texas Department of Transportation
problem intersections will also be computerized. The turn signals at Fairway and
Southwest Parkway will be changed to overhead. The speed control trailers that were
requested in the new budget were not approved. Mr. Burrus will check into some prices to
make our own trailers. He will report back to the commission at the November meeting.
State Traffic Report
Clyde Williford reported the overhead project should be completed by October or
November at the 6th street exit ramp. The rest of the project is still ahead of schedule. The
Kell project is going well.
Unfinished Business
Item 01-01: Hill Request
John Burrus reported that the sidewalks in the park are now complete. The
signs have been posted. The walkways are also complete. Item closed.
Item 01-02: Public Service Announcements
Mr. Ken Parker will check on the status of getting the PTA's involvement
and check on the school's media division running press releases. Item to remain open.
Item 01-04: Speedway/Harrison Traffic Controls
John Burrus reported that they are still working on the traffic study.
Item to remain open.
Item 01-07: Safety Patrol Incentives/Training
Item to remain open due to Trooper Clement's absence.
New Business
Item 01-10: Appointment of Nomination Committee
Chairman Jody Wade appointed Clyde Williford, Brad Altman, and Tom
Walls to serve as the nomination committee. Election of new officers will be during the
November commission meeting. Item closed.

Items of Discussion
Mr. Felipe Hernandez and Mrs. Kay Hayes advised the commission of a problem in
their cul-de-sac around the island. Part of the curb around the island has been painted red
and the rest has been painted white. Tickets have been issued when cars have parked
beside the red area. Mr. Mike Kelly is a former city employee and has arranged for the red
portion to be painted adjacent to his drive. Mr. Hernandez and the rest of the neighbors
on the cul-de-sac do not feel that the area should have red curb. They do not feel that there
is a traffic problem or emergency access problem to warrant the red curb. Mr. Burrus had
his crew repaint the curb and did so as the paint was designated previously. Mr. Kelly had
made the initial request before Mr. Burrus took his position with the city. Mr. Burrus
repainted the curb to try to appease the neighbors. However, Mr. Kelly is adamant that
the red paint remain and the rest of the neighbors want it all painted white. After lenghty
discussion, Elaine Bourgoin advised Mr. Hernandez and Mrs. Hayes that the item would be
added as an agenda item for the November meeting and all interested parties would be
notified of the meeting. During the interim, commission members would have an
opportunity to look at the area and research the ordinances and laws that could be
involved. Mrs. Bourgoin explained that the commission's position would be to simply make
a recommendation after review. That our obligation is to ensure that state and local laws
are upheld in making any recommendation. Mr. Hernandez and Mrs. Hayes thanked the
commission for their help and will plan to attend the next meeting.
Elaine Bourgoin reminded the commission that the Fall Safety Patrol activity is
normally held in December. Last year, the activity was held at Skatewhirl. Recommended
that the same arrangements be made for this year. The commission agreed. Elaine will get
with Joe to check on dates and costs etc.
There being no further business before the Commission, the meeting was adjourned
at 2:05 P.M.
