Min 10/14/1920 • CITY HA L L, CIty of Wichita FAlls,TEXAS. October 14th, 1920. The Board of Aldermen of the City of Wichita Falls, Texas met in regular session, on this the 14th day of October, A. D. 1920 with the following officers present: W. D. Cline, Mayor. W. S. Curlew, ) W. M. Bonner, ) ALDERMEN. M. 0. McDowell,) ) W. G. Bralley, ) R. E. Shepherd amd, GEo. W. Thorburn, CITY CLERK. The vote of the Election on October 12th, was then can- vassed and the following resolution passed by following vote: YEAS: 5 NAYS: None. WHEREAS, on the llth day of SEptember, A. D. 1920, the Board of Aldermen of the City of Wichita Falls, Texas, passed, finally, an ordinance calling an election to be held in said City on the 12th day of October,1920, submitting to the qualified voters of Said City the questions whether the Board of Aldermen shall be authorized to issue the bonds of said City as follows: (1.) In the amount of $700,000.00 for the purpose of constructing a complete sanitary sewer system; (2) In the amount of 0260,000.00, for the purpose of constructing storm sewers; (3) In the amount of $340,000.00 for the purpose of constructing permanent street improvements; (4) In the amount of 0200,000,00 for the purpose of constructing improvements and extensions to the present system of waterworks; (5) In the amount of 025,000.00 for the purpose of constructing a public building, to-wit, an incinerator plant; (6) In the amount of 075,000.00 for the purpose of constructing public buil- dings, to-wit, additions to and repairs of the City Hospital; (7) In the amount of 025,000.00, for the purpose of acquiring public parks, play grounds ani cemeteries; all of said bonds to mature serially, or otherwise, at suoh times as may be fixed by the Board of Aldermen, not to exceed forty years from their date, and to bear interest at the rate of six per centum (6%) per annum, payable semi-annually, and whether a tax shall be levied on eaoh One Hundred Dollars' valuation of taxable property in said city sufficient to pay the interest on said bonds and to create a sinking fund to redeem them at maturity; and Wt&AS, returns of said election have been made to the 40 Board of Aldermen by the election officers holding said election at \q i 0 , 141 • PqG at the City Hall and at the County Court House in said City, and it appears that said election was in all respects lawfully held, and said returns duly and legally made, and that there were cast at said election for and against each of said propositions the following votes: (1) FOR THE ISSUANCE OF BONDS in the amount of $700,000.00, for the purpose of constructing a complete sanitary sewer system and for the levy of a tax 372 votes. AgaINST THE ISSUANCE OF BONDS in the amount of $700,000.00 for the purpose of constructing a complete sanitary sewer system, and against the levy of a tax 18 votes. (2) MAJORITY FOR THE ISSUANCE OF THE BONDS ETC. 354 votes (2) FOR THE ISSUANCE OF BONDS in the amount of $260,000.00 for the purpose of constructing storm sewers, and for the levy of a tax. 372 votes. AGAINST the ISSUANCE OF BONDS in the amount of $260,000.00 for the purpose of constructing storm sewers, and against the levy of a tax 18 votes. MAJORITY FOR THE ISSUANCE OF THE BONDS, ETC. 354 votes. (3) FOR THE ISSUANCE OF BONDS in the amount of 340,000.0 for the purpose of constructing permanent streetimproves ments, and for the levy of a tax 372 votes. AGAINST THE ISSUANCE OF BONDS in the amount of 040,000.00 for the purpose of constructing permanent street improve- ments, and against the levy of a tax 17 votes. MAJORITY ;or THE ISSUANCE OF THE BONDS, ETC. 355 votes. (4) FOR THE ISSUANCE OF BONDS in the amount of $200,000.00 for the purpose of constructing improvements aid extensions to the present system of waterworks, and for the levy aratax 372 votes. AGAINST THE ISSUA10E OF BONDS in the amount of $200,000.00 for the purpose of constructing improvements and extensions to the present system of water works and against the levy of a tax 17 votes. MAJORITY FOR THE ISSUANCE OF THE BONDS, ETC. 355 votes. (5) FOR THE ISSUANCE OF BONDS in the amount of $25,000.00 for the purpose of constructing a public building, to-wit an incinerator plant, and for the levy of a tax 369 votes AGAINST THE ISSUANCE OF BONDS in the amount of $25,000.00 for the purpose of constructing a public building, towit, an incinerator plant, and against the levy of a tax 18 votes. MAJORITY FOR THE ISSUANCE OF THE BONDS, ETC. 351 votes. (6) FOR THE ISSUANCE OF BONDS in the amount of °j75,000.00 for the purpose of constructing public buildings, to-wit additions to and repairs of the CITY HOSPITAT,, and for the levy of a tax 368 votes. AGAINST THE ISSUANCE OF BONDS in the amount of $75,000.00 for the purpose of constructing public buildings, to-wit; additions to and repairs of the CITY Hoppital, and again- st the levy of a tax 21 votes. MAJORITY FOR THE ISSUANCE OF THE BONDS, ETC. 347 votes. (7) FOR THE ISSUANCE OF BONDS in the amount of $25,000.00 for the purpose of acquairing public parks, play grounds and cemeteries, and for the levy of a tax 368 votes. AgAINST THE ISSUANCE OF BONDS in the amount of $25.000.00 for the purpose of acquiring public parks, play grounds, and cemeteries, and against the levy of a tax 19 votes. MAJORITY FOR TIE O0ISSUANCE OF THE BONDS, ETC. 349 votes. 41 ons to issue thN� Rc t 1JSCi$gEZop the DECLARED that the propositie Y ing purposes and in )1 Upf� the following amounts, and to levy said taxes, were sustained by a majority of the qualified property tax payers voting at said election, to-wit: (1) Bonds in the amount of $700,000.00 for the purpose of constructing a complete sanitary sewer system. (2) Bonds in the amount of D260,000.00 for the purpose of constructing storm sewers. (3G Bonds in the amount of $340,000.00 for the purpose of constructing permanent street improvements. • (4) Bonds in the amount of $200.000.00 for the purpose of construeting improvements and extensions to the present sys- tem of water works. (5) Bonds in the amount of $25,000.00 for the purpose of constructing a public building, to-wit, an incinerator. (6) Bonds in the amount of $75,000.00 for the purpose of constructing public buildings, to-wit, additions to and repairs of the City Hospital. (7) Bonds in the amount of D25,000.00 for the purpose of ao- quiring public parks, play grounds and cemeteries; IT IS FURTHER, 03.DERcED AND DECLARED that the Board of Alder- men of said City shall be and is authorized ie issue said bonds and to levy � andhave assessed and collected said tax. I 1 Moved by Alderman Bonner that the City Clerk be instructed to notify the North Texas Gas Campany to install a proper sized main to furn- ish, Gas to the present residents of Sibley Street which motion was seconded by Alderman Curlee and carried. A petition was then presented by the Merchants on 8th Street asking for the Repeal of the one hour parking law and.Alderman Shepherd moved that the petition be received and tabled and an investigation made by all mem- bers of the Board of Aldermen as to the loss of business caused the merchants on Eighth Street by this law, which motion was seconded by Alderman Bonner and carried. Bids for the $700,000.00 Sewer Boid.s were then offered for sale and the following bids received.- (1) S. R. Fuller agreed to find a buyer for the Books at par and accrued interest provided the City of Wichita Falls, would pay him $21,000.00 as commission; the commission to inolude the cost of printing, attorney fees, and all other exxenses; Wood & Oakley of Chicago Ill, to pass as.to the ldgaiity of the issue and a forfeit of $20,n00.00 to be put up by.said S. R. Fuller. (2) Thornton Bowman made a bid which would nett the City, 95-13/16. It was then moved by Alderman Curlee that the offer of S. R. Fuller be accepted and that the Mayor be authorized to sign and execute con- tract for same, which motion was seconded by Alderman Bonner and carried. The Board of Aldermen then recessed until 10 A. M, Oct. 15th, ## ###### City Hall October 15th, 1920. The Board of Alderman of the City of Wichita Falls, met in regular adjourned session on the above date with following officers present. W. D. Cline Mayor. Aldermen: Curies, Bralley, Bonner, Shepherd, McDowell, Geo. W. Thacburn, City Clerk. Mr. S. R. Fuller then reported that the #700.000.00 Sewer Bonds had been sold to Holsey Stuart & Co et al, as per the terms of his contract with the City and Alderman Curlee moved that the Mayor be authorized to sign and exe- cute contract with these parties, which motion was seconded by Alderman Bonner and carried.
