Bonner Aldermen R. E. Shepherd J. B. Fitts Geo W. Thorburn, City Clerk ########## The Mayor then read the following report;- ######### Wichita Falls, Texas. March 21st, 1922 To the Honorable Mayor and Board of Aldermen, • Wichita Falls, Texas. Gentlemen- As requested by you we have examined into the circumstances in connection with the accident by which Fireman John Jenkins was injured and the Chemical Truck was demolished on last Thum&ay afternoon about 7 o'clock at the intersection of 9th and Travis Streets, 393 The testimony which ye have taken in our judgment shows that the fireman injured in this accident was in no wise to blame as he was preforming his duty and trying to get to the scene of the fire as quickly as possible. We think that the driver of the Red Ball truck was negligent and failed to preform his duty 'as he heard the fire whistle and failed to look for the fire equipment which we think he ahpuld have done. We also believe that what is known as the dummy policeman or traffic guide post placed at intersection of said Streets had something to do with causing this accident, at this particular place on account of the street car line. This traffic guide post was not in the center of the street, but on the north side of the street car track. In our judgment these traffic guide posts are sources of danger, especially on streets where car lines are operated be- , cause they necessarily confine the traffic on one side of the street to a res- tricted area. In this connection we wish to say that in our judgment it would be adviseable to remove all these traffic guide posts from street intersections in the City substituting for them a small iron or concrete block placed in the center of the street low enough for street oars to pass over. Ne further recommend that the ordinance if one already exists requiring all traffic to stop when the fire whistle blows should be rigidly en- forced and if no such ordinance exists we recommend that one be passed. We also think it proper to sail the attention of the public, that when the fire whistle blows it is to notify them so that they may avoid collision with the fire equipment by stopping. Respectfully submitted. Signed:- T. B. Noble M. J. Gardner J. A.
