Min 07/10/1922 EN. Morgan Building Wichita Falls, Texas July 10th 1922. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date with the following present:- Frank Collier, Mayor J. B. Fitts V N. M. Thorburn, City Clerk #################### Moved by Alderman Fitts that the Robinson Circus be permitted to hang banners on the brace wires of the fraction Co., Motion seconded by Alderman Stayton and carried. ################ This being the meeting set for the hearing on granting fran- chise to the Traction Co., as shown by Ordinance 410, and there being no object- ors present the Ordinance was then placed before the Council. ORDINANCE # 410 AN ORDINANBS GIVING AND GRANTING TO TEE WICHITA FALLS TRACTION COMFANY,ITS SUCCESSORS, ASSIGNS AND LESSEES, THE RIGHT TO EXTEND, CONSTRUCT AND OPERATE A STANDARD-GUAGE CAR LINE OR LINES ON,OVER,ACROSS AND UPON THE FOLLOWING DESCRIBED AND NAMED STREETS IN TEE CITY OF WICHITA FALLS, TEXAS,TO-WIT: BEGINNING AT A POINT WHERE SIXTH STREET INTERSECTS WITH INDI- ANA STREET, THENCE IN A WESTERLY DIRECTION ALONG SIXTH STREET TO AUSTIN STREET, THENCE IN A NORTHERLY DIRECTION ON AUSTIN STREET TO WICHITA RIVER,BRIDGING SAID WICHITA RIVER,THENCE INTERSECTING CRITTENDEN STREET, THENCE ALONG CRITTENDEN STRES TO THE INTERSECTION OF NORTH FIFTH STREET, THENCE OVER NORTH FIFTH STREET IN A WESTERLY DIRECTION TO GRAND AVENUE,THENCE IN A NORTHERLY DIRECTION OVER GRAND AVENUE TO THE SOUTH RIGHT OF WAY OF THE FORT WORTH & DENVER RAILWAY COMPANY. PROVIDING THAT SAID TRACKS SHALL BE LAID IN CONFORMITY WIT[ THE FRANCHISE HERETOFORE GRANTED TO J. A. KEMP AND FRANK KELL ON THE 27TH DAY OF JANUARY, 1909, AND ALL OF TEE AMENDMENTS THERETO; AND THE PROVISIONS AND CON- DITIONS OF SAID FRANCHISE AND AMENDMENTS TRERETO ARE BXPRESSLY MADE APPLICABLE TO THIS ORDINANCE, EXCEPT, HOWEVER, AS OTHERWISE PROVIDED IN THIS ORDINANCE. Was on motion of Alderman Fitts, seconded by Alderman Stayton placed on its third and final reading and passed by the following vote:- Yeas: Fitts, Stayton, Reed, Clifford Nayes: Bone. # ################### ORDINANCE # 415 "AN ORDINANCE TO LICENSE AND REGULATE THE HAWKING AND PEDDLING OF GOODS, WARES OR MERCHANDISE ON THE PUBLIC-THOROUGHFARES: PRESCRIBING FEES THEREFOR,-REPEALING CONFLICTING ORDINANCES OR PARTS OF ORDINANCES, PROVIDING FOR A PENALTY AND DECLARING AN EMERGENCY" • Was on motion of Alderman Stayton seconded by Alderman Cliff- ord placed on its second reading and passed by the following votes- Yeas: Fitts, Stayton, Heed, Clifford. Reyes: None. ######### ##### Bids for daily balances were then opened and Alderman Fitts moved that the City's account be placed with the Security National Bank on their bid of 4ti0 , Motion seconded by Alderman Stayton and carried. ############### • Moved by Alderman Stayton that the Board adjourn until 8:30 A. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular adjourned session at 8:30 A. M. on the above date with the fol- lowing present:- Frank Collier, Mayor N. M. Clifford V J. B. Fitts 4 Aldermen Burton Stayton 4 Geo. W. Thorburn, City Clerk. ######################## ORDINANCE # 411 AN ORDINANCE GRANTING TO THE MISSOURI,KANSAS AND TEXAS RAIL- WAY COMPANY OF TEXAS AND C. E. SCAAFF, RECEIVER OF ITS RAILWAYS AND OTHER PROP- ERTY AND THEIR SUCCESSORS AND ASSIGNS, THE RIGHT TO RE-ARRANGE ITS TRACKS AND CONSTRUCT AN ADDITIONAL TRACK ACROSS TENTH STREET, CITY OF WICHITA FALLS,TEXAS BETWEEN OHIO STREET AND THE FIRST ALLEY EAST THEREOF, AND TO PAVE OHIO STREET FROM THE CURB LINE TO THE PROPERTY LINE ON THE EAST SIDE THEREOF,BETWEEN NINTH STREET AND TENTH STREET, AND NINTH AND TENTH STREETS, BETWEEN THE CURB LINES AND ADJACENT PROPERTY LINES FROM OHIO STREET TO SAID ALLEY. There having been no objections at the hearing on July 10th this ordinance aas presented to the Board by the Mayor and Alderman Clifford moved that Ordinance 411 be placed on its third and final reading. • Motion seconded by Alderman Fitts and carried by the foll- owing vote: Yeas:- Clifford, Fitts, Stayton Noyes: None. ############### A hearing was then given to the School Board on the proposed highway thro' the City and Alderman Fitts moved that the City Attorney be inst- ructed to go ahead with the injunction snit against the Commissioners Court to restrain them from laying paving on Fort Worth Street. Motion was seconded by Alderman Clifford, and carried. ############### • Moved by Alderman Fitts that the Clearing House Bankers be invited to meet with the Board of Aldermen and discuss the financial condition of the City and devise means to finance the City for the next few months.
