Min 04/20/1916 11ifl Page No 37. Wichita Falls, Texas April 20th 1916. On above date the Board of Aldermen met in regular session and the following business was transacted, to-wit;. The following officers answered to roll call, A H Britain, Mayor. J A Richolt, Alderman. J L Lea, Jr. J F Reed, J W Bradley, " M J Gardner, " Absent. V G Skeen, City Clerk, Horace Nutt, City Atty, and A J Humphris, City Marshall, in attendance. Minutes of last regular meeting were read and approved. Motion was made by J A Richolt and seconded by J L Lea, Jr., that the bills against the city as OK'd by the Finance Committee amounting to 1010.18, be allowed and ordered paid. Motion carried. Motion made by J F Reed and seconded by J W Bradley that the official bond of A J Humphtia for $1000.00 be accepted and approved. Motion carried. Motion was made by J F Reed and seconded by J A Richolt that a bond election to issue $40.000.00 worth of bonds for making Permanent Street Improvements be ordered for the 23rd day of May 1916. Motion carried by as yea and nay ♦ote as follows, J A Richolt, Yea. J L Lea Jr, Yea. J F Reed, Yea. J W Bradley, Yea. Whereupon the following election order was adopted; ELECTION ORDER. WHEREAS, The Board of Aldermen of the City of Wichita Falls, Texas, deems it advisable to issue bonds of 'aid Citycfor the phrpoNe hereinafter mentioned. Therefore, it is hereby ordered by the Board of Aldermen of the City of Wichita Falls, Texas, that an electio n be held on the 23rd day of May, 1916, at which election the following propositeon shall be submitted. Shall the Board of aldermen of the City of Wichita Falls, Texas,be authorized to issue bonds of the said City in the sum of Forty Thousand, ($40,000.00) payable forty years after date, with option of redeeming same at any time after ten years time, each bearing interest at the rate of five per cent per annum, interest payable semi-annually, and to levy a tax sufficient to pay the interest of said bonds and create a sinking fund sufficient to redeem them at maturity, for the purpose of "MAKING PERMANENT STREET IMPROVEMENTS"; to-wit; for the purpose of paving public streets and constructing the necessary storm sewers in connection therewith in the City of Wichita Falls, Wichita County,Texas, under the provisions of the Charter of the City of wic$ita Fallse Texas, adopted Dec 4th A D 1913. Said elction shall be heldat the City Hall and at the Wichita County Court House in the City of Wichita Falls, Texas, and the following named persons are hereby appointed managers of said election. At the City Hall Box; J B Fitts, Presiding Judge, J J Manley, Assistant Judge, J T Young, E F Gaston and Edgar Rye, Clerks, At the Wichita County Court House Voting Box; George Simmons, Presiding Judge, I A Albritton Assistant Judge, . F H Denison, G R Walker and J N Bartle, Clerks. Said electin shall be held under the provisions of the General ti Election Laws of the Sate of Texas, and only qualified voters who are property tax payers of said City shall be allowed to vote, and all voters desiring to support the proposition to issue bonds shall have printed on their ballots, "FOR THE ISSUANCE 0 OF BONDS" and those opposing shall have printed on their ballots the words,"AG xINST THE ISSUANCE OF BONDS". The manner of holding a,.. said election shall be governed by the laa of the Saate of Texas, regulating gen%ral elections. A copy of this order signed by the Mayor of said City shall serve as a proper notice of said election, and the mayor id directed to capee notice of said election to be posted ° i up at the planes designated for holding said election at least thirty days prior to the date of said election, and to give at least thirty days notice of said election by publication of said notice • • Pale No 38 duly signed by the Mayor in some Daily News Paper published in the City of Wichita Falls, Texas, at least once a week for at least three consecutive weeks, next preseeding said election. Drs Reed and Traylor recommended that the following names be added to the Board of Health, Dr Q B Lee, Dr Everett Jones, Dr Wade H Walker and Mrs T B Smock whereupon Mayor Britain made the above mentioned appointments. Motion made by J W Bardley and seconded by J L Lea, Jr. that recommendations and appointemnts be confirmed. Motion carried. Mayor Britain reported that he had forwarded a waerant for $1834.00 and two notes for $1833.00 each, bearing 6% interest, and due Feby let 1917 and Feby 1st 1918, respectively, to the American LaFrance Fire Engine Co in payment for the Hook and Ladder Truck. Motion was md.de by J L Lea, Jr and seconded by J A Rieholt that report be approved. Motion carried. Dr Reed reported that he and Mr Geo Dobson had bought a mule at a cost of $160.00 for the Sewer Department. Motin wasmade by J L Lea, Jr and seconded by J A Rieholt that report be approved.
