met in regular session for the transaction of the following bus-
iness, and with the follwing officers present, to-wit;

Minutes of last regular meetings were read and approved.
Messers J W Culbertson and W C Gibson of the Wichita Gas Co
submited the following petition in support of th61r renuest
for an amendment to the Wichita Gas Co's franchise.
TO THE HONORABLE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS.
The Wichita Gas Co, Successors to J W Culbertson, hereby
petition your honorable bodii~'that you so amend the ordinance
granting a franchise to J W Culbertson to operate gas works in
the City of Wichita Falls, as will permit the said Company to
fix a minimum charge of'35 cents net, for one year, per thousand
dubic feet for gas, and 45 cents net per thousand feet thereafter.
In support hereof we submit the following;
On account of the decreasing natural pressure in the
gas field., it is necessary in order to:, supply gas for the coming
! minter to construct and put in operation a compressing station.
ry It is estimated that it will require a station of four hundred
horse power to handle our put-put at Wichita Falls, and that
the cost of this station will be $100.00 per horse power.
Referring to the decreasing natural pressure, we will
say that in January 1911, the rock pressure in the Petrelia field
was above 700 pounds per square inch, while at present the rock
pressure is less than 200 pounds to the sqaure inch.

According to this report the pressure dropped from 621 lbs
in January 1913 to 2742 lbs in November 1915. The pressure now
is below 200 lbs. Under these conditions we are compelled to ask
for this advance before making the sxpendatures which have become
necessary in the construction of this station and the enormously
increasing operating expenses.

An Ordinance to amend Orninance No 125 of the ordinances of
the City of Wichita Falls, Texas, adopted day of 1900
granting and givine J W Culbertson, his associates and assigns the
right to construot and operate gas works in the City of Wichita
Falls, Texas, and the right to lay mains and pipe line and make
connections in the streets and alleys of the City of Wichita Falls,
and do all other things necessary to the operation of said gas
works so as to authorize the said J W Culbertson, his associates
and assigns to fix a matmum charge of fifty cents per thousand
cubic feetvfor gas, fixing conditions and terms of duration;
was taken up for discussion, read and passed on its first reading
by a yea and nay vote as follow; J W Bradley, Yea, J A Richolt, yea

There being a neeessity that the Ordinance authorizing the issuance
of bonds for the purpose of making permaneht street improvements,
Ordinance to-wit; For the purpose of paving public streets and constructing
authorizin, the necessary storm sewers in connection therewith in the City of
$40.000.00 Wichita Falls, Wichita County,Texas, under the provissions of the
bond issue Charter of the City of Wichita Fallt, Texas, adopted December 4th
for Street 1913, and providing for the levy and collection of a tax for
Improvemts interest and to create a sinking fund for redemption of said bonds
at maturity, and all the Aldermen being present, motion was made
J F Redd and seconded by M J Gardner, that•the rule requiring
ordinances be read and passed at three seperate regular meetings
of the Board of Aldermen, the last Of which to take place not
, less than ten days from the first, be suspended, and the ordinance
authorizing the issuance of bonds for the purpose of making
permanent street improvements be adopted, and upon a "Yea" and
"Nay" vote the rule was suppended by the unanimous vote of all
the Aldermen of the said city as foldws;

Mayor A H Britain then declared the the rule suspended and the
ordinance authorizing the issuance of Bonds for the panpose of
making permaneht street improvements duly adopted as Ordinance
No 224,by unanimous:tote of all_the Aldermen present, which is
of record in Ordinance Book No 2 pages 102 and 103 of the
Ordinances of the City of Wichita Falls, Texas.
There being a necessity that an Ordinance adopting a form of
Bond and fixing a place pf payment of the Forty Thousand ($40.000.00)
Dollars, City of Wichita Falls Street Improvement Bonds, author-
ized by an election held on the 23rd day of May A D 1,916. and
all the Aldermen being present, J L Lea, Jr. moved that the rule
requiring that ordinances be read and passed at three seperate
regular meetings of the Board of Aldermen, the last of which
to take place not less than ten days from the first, be suspended,
and the .Ordinance adopting the form of Wichita Falls Street Improve-
ment Bonds be adopted, which, was seconded by J A Richolt, and
upon a Yea and Nay vote the rule was suppended and the Ordinance
was adopted by the unanimous vote of all the Aldermen of the said
City of Wichita Fails as follows;

Yea. J 1 Lea, Jr,Yea.
Mayor Britain then declared the rule suspended and the ordinance
adopting the form of Bonds to be known as the City of Wichita
Falls, Street Improvement Bonds, and duly adopted as Ordinance
No 225, by unanimous vote of all the Aldermen present, which is
of record in Ordinance Book No 2 on pages No 10 106 and 107.

Mr T R Boone appeared before the Board of Aldermen with the
request that the City authorize the paving of Taylor Street
between 9th and 10th Streets and 9th Street from Taylor to
Kemp Boulevard, whereupon,
A motion was made by J a Richolt and seconded by J L Lea, Jr
that the City authorize the pavement of Taylor Srteet from the_,Q
North side of 10th street to North side of 9th street and from
the West side of Taylor street to the West side of Kemp Boulevard,
paving to be done with Concrete and under the provisions of a
former resolution heretofore adopted. Motion carried.

Dr Reed preented a PURE FOOD Ordinance which was read, discussed

Motion was made by M J Gardner and seconded by J A Rioholt, that
J A Brown, Sanitary Officer be granted a leave of absence from
duty i3ntil June 15th. Motion carried,
Motion was made by M J Gardner and seconded by J a Rioholt that
the City Clerk be authorized to pay for three cars Piling bnaght
from: _ the Continental Lumber Co of Houston, bill to be discounted
j at 2jo after deduction for frdtght, and half of the original bill
d to be charged to Wichita County. Motion catried.
There being no further[business the Board of aldermen adjourned.
