Min 08/24/1916 Page 107. Wichita Falls, Texas, August 24th 1916. The Board of Aldermen of the City of Wichita Falls, Texas, met on above date for the transaction of such business as might properly come beofre it, and with the following officers present, to-wit; A H Britain, Mayor, J F Reed, Alderman, J A Richolt, M J Gardner, " J L Lea, Jr, J W Bradley, ,, City Atty Nutt, City Clerk Skeen, City Assessor and Colledtor H F Robertson. Marshall Humphris and City t gineer•Hi-nckley in attendance. Minutes of last regular meeting were read and passed for correction. Beepers Stanley Field and M A Marcus came before the Board of Alder- men, representing the Rotary Club of the City, to discustwith the board certain repairs to the rail raod crossings, the condition of Tenth street and thexpaving of the Last end of Ohio Ave from Tenth 110 Street to the Wichita valley By tracks, and after more on less discussion of the several matters brought before the Board it was decided to let'the Street Committee see the officials of the Denver By concerning the deventh_Stfeet crossing, no action was taken in i the matter of the 10th St complaint but a motion by J W Bradley, seconded by Dr Reed,•whicl cartied;.,di'egtjng City_Atty Horace'Nutt to prepare a resolution to force the pavin r f Ohio Ave. Meesers Nelson & Hunter appeared before the Board of Aldermen with a petition from citizens living in the neighborhood of the sewer outlet into the river in-whirr they,eomplain of the Sffensive odor ariseing therefrom and requesting..that this condition be remedied. A discussion of the matter led to a promise by the Board that as soon as pasible a change in the outlet would be made. Motion was made by J V. Bradley and seoonded by J L Lea, Jr, that Tax Collector Robertson be authorized to mark Taxes Roll Book paid. Where. it showed that the Taxes on Lot 10 and south half of Losll in Block No 131 had no# been paid for the year 1903. Motion carried. Motion was made by Dr Reed and seconded by M J Gardner, that an allowance of $8.50 for vacancies be made in favor of Harry Bachman fto apply against sewer rent charges. Mation carried. ORDINANCE No.228. There being a necessity that an Ordinace adopting form of bond, fixing the place of payment and authorizing the execution of forty thousand dollars bonds of the City of Wichita Falls, Texas, ?' for street improvement purposes, authorized by an epection held ;`; May 23rd 1916. and making provisi*n-ifor a tax for the payment of " the principal and interest thereof and all the Aldermen being , present, J A Richolt moved that the rule requiring that ordinan- ces be read and aassed at three seperate regular meetings of the Board of Aldermen, th& last of which to take place not less than ten days from the first, be suspended, and the ordinance adopting theform of Bond, fixing the place of payment and authorizing the execution of the forty thousand dollars bonds of the City of Wichita Falls, Texas, for street improvement purposes, be adopted, which was seconded by J L Lea, Jr.,and upon a Yea and Nay vote the rule was suspended and the ordinance was adopted by the unanimous vote of all the Aldermen of the said city of Wichita Falls, as follows, J W Bradley, Yea, J A Richolt, Yea, J F Reed, Yea. M J Gardner Yea, J L.Lea, Jr., Yea. Mayor Britain that declared the rule suspended and the ordinance ad-.opting form of Bond, fixing the place of payment and authorizing the execution of forty thousand dollars bonds of the City of Wichita Falls, Texas, for street improvement purposes, duly adopted as Oadinance No 228, by unanimous vote of all the Aldermen present, which is of record in Ordiance Book No. 2 Pages 129 to 133, of the Ordinance of the City of Wichita Falls, Texas. Motion was made by J L Lea, Jr and seconded by J A Richolt, that the Cheif of Police be directed to have the Alleys in the Fire Limits of h -- the City of Wichita Falls, cleared of all obstructions therein and kept clear of all obstructions. Motion carried. Motion was made by J L Lea, Jr and seconded by J W Bradley that invoices in favor of The Osborn Mfg Co for W76 and one in favor of the Huntsville Fibre& veneer Co, for $42.33 be allowed and odered paid. Motion carried. Page 108. 0n motion of J W Bradley seconded by M J Gardner, the following trasfers were ordered made,for the month of July. 1916. Credit Street Fund and Charge newer Fund, Feed for 6 mules 1 Mo, at $15.00 per.mo. each, 090.00 Feed " 1 Horse 1 " " 10.00 " " 10.00 Credit Street Fund and Charge Gen Fund. Feed for 1 Horse for 1 mo at 010.00 per mo. 10.00 Feed for stock in pound, 1.50 Feed for 2mules 24 days at 1.50 per day, River, 36.00 Credit 6breet Fund and Charge Park Fund, Feed for 1 mules for 1 mo. at Cemetery ly.Sd Total, 0y160.00 J Richolt representing the committe appointed to have repairs made to the house at the corner of 6th and Holliday sts, reported that he and Dr Reed had visited the house and had ordered such repairs made as they deemed necessary, together with sewer donnec- 07v tions there and with the city Barn, that they deemed the repair of the Lot Fences nedessary, that he advised the use of good Dart lumber for said repairs and that the city needed about half a car load of Creosoted Wood Blocks. He reported that he had had a price quoted him on above mentioned material, whereupon, motion was made by J W Bradley anduseconded by M J Gardner, that the heretofore named committee be authorized to make such purchases and they deemed necessary for the repiar of the Lot Fences, same to be of He.ertPine and to make order for half a car of Creosoted Wood Blocks at the prices quouted Mr Richolt. Motion carried. Motion was made by J W Bradley and seconded by M J Gardner that the Mayot and Cit;, Atty be authorized to employ council to help the City Atty in the prosecution of the case of the City against the paving firm of R D Moxley & Co, and their bondsmen, Motion carried. Motion was made by J A Richolt and seconded by J W Bradley, that the Public Safely Comtittee be authorized to install auxili phones ih the sleeping apartmentsof both._Firc Stattmns. Motion carried. Dr Redd recommended that a. sewer line be installed on Broad St, begining at Alley between 7th and 8th streets and running to 8th street and along 8th street about 200 feet to accomodate the Davis property„,a1so:-to. 30.line from Alley in Block 27 Kemp Addition to street in front of Light Plant to accomodate the Light and Power House accxbmcecogxxmcximomcxmeec Nas x xYsc)8cioSoin x c 4i cxinKx c , whereupon a motion was made by J L Lea, Jr and seconded by J A Richolt that tbcommendation be approved and that s:adi lines be installed. Tha Board of Aldermen of the City of Wichita balls, Texas, met in called session on above date with the following officers present, to-wit; A H Britain Mayer, J W Bradley, J A Richolt, Dr J F Reed, M J Gardner and J L Lea, Jr. Alderman, City Atty Nutt, City Clerk Skeen and City Marshall Humphris in attendance, Mayor Britain stated the object of the meeting being to consider a propositon to settle a suit now pending against R D Moxley & Co, and theflSouthwestern Surety Insurance Co, said suit arising out of the failure of Moxley & Co to repair and maintion in good con- dition the paving on Tenth Street as per their agreement. City Attorney Nutt reported that the Southwestern Surety Insurance Co had proposed to eomprcmite the suit by paying over to the city the sum of $3250.00 and all court costs of the case, whereupon mtoion was made by J W Bradley and seconded by J L Lea, Jr, that the suit of the City of Wichita °ells against R D Moxley & Co, and the Southwestern Surety Insurance Co be compromised by the Dash payment of $3250.00 and all court poste in the case.
