Wichita Falls, Texas, Sept 14th 1916.
On above date the Board of Aldermen of the City of Wichita Falls,
Texas, met in regular session for the transactiDn of such business
as might properly come before it with Mayor A H Britain, presiding
and the following officers present, to-wit;
J L Lea, Jr., J W Bradley, M J Gardner, J A Richolt and J F Reed,
Aldermen, Horace Nutt, City Atty; V G Skeen, City Clerk; L C
Hinckley, City Engineer and A J Humphris, City Marshall in atten-
dance.
Minutes of previous meetings were read and approved.
Mr F N Lawton, in behalf of the Panhandle Defining Co, appeared
before the Board of Aldermen with request that a Franchise Ordinance
be passed, granting'the-Panhandle::Refining Co, the right'rto construct
pipe lines for the conveyance of fuel oil along and over certain
streets and alleys of the City of Wichita Falls, Texas.
In the discussion of the matter, Mayor Britain, in the absence of
Dr Reed, Mayor Pro-tem, asked that Mr Bradley sot in his stead,
and that he be excused from any participation in the discussion of
the Ordinance because of the fact that the firm of Carrigan, Mont-
gomery & Britain were attorneys for the Panhandle Refining Co, and
that the Ordinance had been drawn by Mr Montgomery at his request.
After a diecussion. of the ordinance and its various features it
was passed as follows;
ORDINANCE No 229.
An Ordinace granting to the Panhandle Defining Co, a corporation
whose principal office is in the City of Wichita Falls, Wichita
County, Texas, a franchise for the construction of pipe lines for
the conveyance of fuel oil along and over certain street: and alleys
in the city of Wichita Falls, Texas, was put on its arry. eading
and passed by the following vote;
J W Bradley, Yea.
M J Gardner, Yea,
J A Richolt, Yea,
J L Lea, Jr,.. Yea,
Dr Reed not having arrived his vote was not recorded.
Mayor A H Britain then decalared Ordinace No 229, an, Ordinance
Fanchise granting the Panhandle nefining Co the right to construct
an oil pipe line along and over certain streets and alleys, as per
map attached to the ordinace and made a part of same,passed on its
first reading by a vote of all tha Aldermen present voting "Yap".
ORDINANCE No 230.
An Ordinace granting to the Wichita Falls and Northwestern Railway
Company of Texas, its sucessors and assigns and Lessees, the right
to construct ten (10) standard guage railway tracks in,sat along
and across Kentucky Avenue between Blocks three and four 13 & 4)
8f the Barwise and Jalonic addition to the City of Wichita Falls,
Texas, was put on its first reading and passed by the following
vote,
J W Bradley, Yea.
J A Richolt, Yea.
J F Reed, Yea,
M J Gardner, Yea.
J L Lea, Jr, Yea.
Mayor Britain then declared Ordinance No 230 , an Ordinance
granting the V,ichita Falls and Nothwestern Railway Co, of Texas,
its successors and assigns and lessees, the right to construct
certain tracks across Kentucky-Ave. between block 3 & 4 of the
Barwise & Jalonic Addition to the City of Wichita °ails, passed
on its first reading by a vote of all the Aldermen of the city
votion "Yea".
Mayor Britain reported at some length, for the Committee composed
of himself,Chm. St. Com. Richolt and City Engineer Hinckley,
appointed for the purpose of investigating the best way and means
of repairing tenth street, that they had conferred with various
representatives of paving concerns and that they had reached the
conclusion that the city could make the rereirs at less cost by
undertaking to do the work with its_own force,zthat by buying the
necessary equipment, asphalt at 018.00 per ton, Personville sand
and Jacksboro stone that the repairs could be made for something
like 07000.0 to 08000.00, whereupon giati®s was made by J Z. Bradley
and seconded by M J Gardner that report be accepted and approved.
Motion carried.
Motion was made by J W Bradley and seconded by J L Lea, Jr, that
the Street Committee, the Mayor and City Engineer Hinckley be
empowered to proceed with the purchase of equipment and material
and to begin'thew:ork.bf repairing._lath street as outlined in the ,
committee repbrt. Motion carried.

Motion was made by J L Lea, Jr., and seconded by J-A Richolt that an Ai
Alley crossing be put in on 14th street between Burnett and Bluff
streets, Motion carried.
Dr Reed made a mbtion that Dr Traylor be granted a leave of absence
from duty from the 13th to the 17th and that Mayor Britain be granted
a leave 6f absence.from.the_15thto'the:2letr_Motion carried.
Motiop was made by J P Bradley and seconded by J L Tea, Jr. that
A J Chambers, Desk Sargent,argent be paid aadvance of 4alary of $10.00
per month, to begin the 1st of October, Motion carried.
There being no further business the Board of Aldermen adjourn;>d.
