The Board of Aldermen of the City of Wichita Falls, Texas, met on
above date,fot' the transaction of quell business as might properly
come before them with Mayor A H britain presiding and the following
officers present, to-wit;
J A Richolt, J F Reed, M J Gardner, J L Lea, Jr., and J W Bradley,
Aldermen, Horace Nutt, City, Atty; V G Skeen, City Clerk; L C
Hinckley, City Engineer; H F Robertson, City assessor and Collector;
and A J Humphris, City Marshall.
Minutes of last meeting were read and passed for approval.
The reports ofnthe following officers were chocked'and showed the
following exhibits.

Motin was made by J W Bradley and seconded by J L Lea, Jr, that
a resolution authorizing the issuance of $15.000.00 perk bonds-e' -
be adopted which carried by a Yea and Nat vote as follows;
J W Bradley, Yea, J A Richolt, Yea, J F Reed, Yea, M J Gardner
Yea, J L Lea`,Yea. whereupon Mayor Britain declared the following
resoultion adopted by a vote of all the Aldermen of the City of
Wichita Falls, being present and voting, "Yea".
EZt0TION ORDER.
WHEREAS, the Board of-Aldermen of the City of Wichita
Falls:, Texas, deem it advisable to issue bonds of said City for
the purpose herein after mentioned;
TEE_,EFORE, it is hereby ordered by the Board of Alder-
men of the City of ':.ichita Falls, Texas, that an election be held
on the 7th day of November A D 1916, at whichb election the follow-
ing proposition shall be submitted.
Shall the Board of Aldermen of the City of ;.ichita
Falls, Wichita County, Texas, be authorized to issue bonds of said
City in the sum of Fifteen Thousand $$15.000/00) Dollars, payable
Forty Years after date, with option of reteeming same at any time
.& ten years'time, bearing interest at the rate of five per centum
per annum, the interest payable semiOannually, and to levy a tax
sufficient to pay the interst of laid bonds and create a sinking
fund sufficient to redeem them at maturity, for the purpose of
"AC;.UIRING PUBLIC CEMETERIES" under the provisions of the Charter
of the City of Wichita Falls, Texas, adopted December 4th 1913.
Said election shall be held at the City Hall and at the
Wichita County Court House in the City of Wichita Falls,Texas, and
the following named persons are hereby appointed managers of said
elction; At the City Hall votiing box J B Fitts, Presiding Judge,
J J Manley, Assistaht Judge, Jerome Stone, Smiley Turner, W P Raseoe,
Clerks. At the Wichita County Court House voting box, F H Denison,
Presiding Judge, I D Browder, Assitant Judge, G R Walker, J N Bartle,
and Hubert Glasscock, Clerks.
Said election shall be held under the provisions of the
General Election Laws of the State of Texas, and only qualified vote
voters who are property tax payers of said City shall be allowed •
to vote, and all voters desiring to support the proposition to issue
bonds shall have printed on their ballots; "FOR THE ISSUnNCE OF
BONDS" and those opposing the issuance of bonds shall have printed
on their bollots; 2AGGINST THE ISSUANCE OF BONDS". The manner of

A copy of this order, signed by the Mayor of said City
of G,ichita Falls, shall serve as a proper notice od said election,
and the Mayor id directed to cause notice of said Election to be
posted up at the places designated for the holding of said Election,
at least thirty days prior to the date of holding said Election, and
to give at least thirty days notice of said Election by publication
of said notice, duly signed by the Mayor, in some dilly newspaper
published in the City of Wichita Lalls, Texas, at least once a week,
for at least three consecutive weeks preceeding said Election.

ORDINANCE No 231.
An Ordinance to amend Section 17 of Ordinance No 227 of
the Ordinances of the City of Wichita Falls, Texas, regulating
the production„making, manufacturing, care, delivery and sale
of register milk or cream, pasturized milk or cream, milk, cream,
skimed milk and butter milk, with the city of Wichita Falls, Texas,
and declaring an emergency.
Section 1. That Sectioh 17 of Ordinance No 227 of the
Ordinance of the City of Wichita Falls, Texas, be so amended as
to hereafter read as follows.
"Section 17. :uberculine Test to be given by a duly
authorized representative of the Board of Health of this City,
for which said representative shall collect from thr owner fifty
cents for each head so tested and be it understood that any test
not made by soforesaid representative will not be recognized by
the Board of Health unless made by a Veterinarian registered with \p
the Livestock Sanitary Commission and further that the said test \ •

be approved by the Board of Hed1hhT.
Section 2. That an emergency is hereby declared to exist
and the rule requiring Ordinance irescribiag a penalty to be
read and passed at three separatemietings of the Board of Aldermen
the last of which shall take place not less than ten (10) days
from the first be and the same is by unanimous vete of all the
Aldermen of the city suspended, and all the Aldermen being present,
➢I J Gardner moved that the rule be suspended, which was seconded by
J F Reed, and upon a Yea and Nay vote the rule was suspended and ,
the amendment adopted by the following vote, J W Bradely Yea.
J A Richolt Yea, J F Reed Yea, M J Gardner Yea, J L Lea, Jr Yea.
whereupon Mayor Britain declared the rule suspended and Ordinance
No 231 passed on its first and last reading by unanimous vote of all
the Aldermen present, which is of record in Ordinance Book No 2 '
Page of the Ordinances of the City of Wichita Palls, Texas.
Motion was made by J F Reed and seconded by J A Richolt that a
refund of fifty cents per head be made to the Dairymen who had
paid the sun of $1.00 per head to the City for.Tuberculine tests.
Motion carried.
Motion was made by J A Richolt and seconded by M J Gardner that
an account in favor of Kemp & Duncan for crushed rock, amounting
to $149.79 less freight be allowed and order paid. Motion carried.
Motion was made by J.A'_.Eicholt and:a0adn39d by J L Lea, Jr, that
H F Robertson, dollector, be allowed $19.05 commission on $381.40 vJ
sewer rent collected. Motion carried.
M J Gardner made a motion which was seconded by J W Bradley, that
Seraw rent on the Masonic Building be fixed at $'36.00 her year,
payable semianuallyby the Masonic Lodge. Motion carried.
J L Lea Jr, reported that he had ordered street crossings removed
from Brook St where paving is being done, one to the south side of
Elizabeth on Brook St and one across alley on East side of Grace
between 9th and 10th streets, whereupon motion was made by J A
Richolt and seconded by J W Bradley that report be accepted and apt
proved. Motion carried.
There being no further business the Board of Aldermen adjourned.
