The Board of Aldermen of the City of Wichita Falls, Texas, met
on above date for the transactioh of the regular business of
the City with Mayor A H Briatain, presiding and with the follow-
ing Aldermen present, to-wit;
J L Lea, Jr, J A Richolt, J F Reed, and J W Bradley, and with
M J Gardner, absent.
City Engineer Hinckley, City Clerk Skeen, City Atty Nutt and
City Marshall Humphris in attendanee.
Minutes of previous meeting were read and approved.
The monthly bills against the City were checked, ORd and ordered
paid on motion made by J A Richolt and seconded by J W Bradley.
The following transfers were ordered made on motion made by J W
Lea. Jr and seconded by J W Bradley.
Credit Street Fund and charge Sewer Fund,
Feed for six mules one month at $15.00 per month, $90.00
Feed for one horse " " " 10.00 " " 10.00
Laying Sewer, One prisoner 12 days at 60j per day, 7.20
One team 17 days at 1.50 per day, 25.50
Credit Street Fund and charge General Fund,
Feed for one horse one month at 10.00 per month, 10.00

In the consideration of an Ordinance granting the Panhandle
Refining Co the right:to construct pipe lines over and along
certain streets and alleys of the city for the conveyance of
fuel oil, Mayor Britain vacated the chair and Dr Reed Mayor-
Prettem took charge of the meeting, whereupon;
ORDINANCE No 229.
An Ordinance granting the Panhandle Refining Co,a corporation
whose principal office is in the City of Wichita Falls, Wichita
County Texas, a franchise for the construction of pipe lines for
the conveyance of fuel oil along and over certain streets and
alleys in the City of Wichita Falls, Texas, 'on motion made b
J A Richolt and seconded by J W Bradley, was put on its
and last reading and passed by the following "year and "Nay"
vote, to-wit;
J W Bradley, Yea, J A Richolt, Yea, J L Lea, Jr;, Yea.
Mayor Pro-tem, Reed. then declared Ordinance No 229, an Ordinance
Franchise, granting the Panhandle Refining Co, the right to con-
struct pipe lines for the conveyance of fuel oil over and along
certain streets and alleys of the City of Wichita Falls, as per map
attached to Ordinance and made a part of same, passed on its third
and last reading by a vote of all the Aldermen pf theCity present
voting Yea.
Motion was made by J A Richolt and seconded by J L Lea, Jr, that
Mayor Britain and Geo Dobson be atthorized to purchase a horse
for the pound keeper. Motion carried.
Motion was made by J L Lea, Jr and seconded by J A Richolt, that
Dr Reed, chairman of the sanitary Committee be authorized to ex-
tend the Sewer Line in Block No 263 about 250 feet. Motion carried.
Motion was made By Dr Reed and seconded by J A Richolt, that Fred
Smith be reinstated as Trafic Officer under t he same condition and
pay as ho etofore. Motion carried.
There being no further busisess the Board of Aldermen adjourned.
