Min 11/16/1916 o Page 127. Wichita Falls, Texas, Nov 16th 1916. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on above date for the transaction of the business of the City, with Mayor A H Britain presiding and with the following Aldermen present, viz. J W Bradley. J A Richolt, J F Reed.snd M J Gardner. J L Lea, Jr. absent. City Atty Nutt, City Clerk Skeen, City Engineer Hinckley and City Marshall Humptris in attendance. Minutes o f last regular meeting were read and approved. Naylor &Hammock, contractors, came before the Board of Aldermen to ask permission to use parts of tee streets and a part of the alley at the corner of Ind Ave and 6th street, for the purpose of storing building material duringthe construction of a building at said location, whereupon; Motion was made by J A Richolt and secaned by J W Bradley that Naylor & Hammock be granted permission to use ten feet on Ind. Ave, fifteen feet on 6th street and half of the alley at said above location, with the understanding that they are to save the city harmless fro:_, any damages which may be caused by the use of said streets and alley for the storing of building material. Motion carried. Motion was made by J F Reed and seconded by J AORicholt that a storm sewer be constructed on 8th street as follows;, begining at a connection with the storm sewer on Scott Ave and 8th street, thence west with said 8th street on north aide of 8th street to Lamar Ave, thence across 8th street south, thence with said 8th street on south side of street to west side of Travis street, with necessary intakes, and that Mayor Britain be authorized to enter into a contract for the construction of said storm sewer. Motion carried. Motin was made by J A Richolt and seconded by M J Gardner that the bills against the city be allowed and paid as OKd by the Finance Committee. Motion carried. Mayor Britain, for himself and Aldermen Richolt, reported that, they had, in compliance with the authority of the Board, entered into a contract with Ralph Hibbs, for the construction of storm sewer on Ohio Ave., from llth street south to connect with storm sewer ditch east of bridge near 14th street and the extension across the Henderson property; whereupon motion was made by J W Bradley and seconded by M J Gardner that the report be accepted and approved. Motion carried. Mayor Britain reported that the $40,000.00 Street Improvement Bonds had been received, signed and forwarded thrOngh-the_Natisnal .Bank of_aommerce, under registered_hhil_to'the purobasere, the International trust Co, of Denver, and that he had made draft for the principal, accrued interest and premium and expected soon to have the money in hand for the sale of said bends, whereupon motion was made by J A Richolt and seconed by M J Gardner that the report be accepted, approved and stead upon the mtnutee. Motion carried. Motion was made by J A Richolt and secondednby M J Gardner, that Dr Reed be authorized to sell the old Gas Lamp Posts at the best price obtainable. Motion carried. Motion was made by Dr Reed and seconded by J A Richolt, that Mr Gardner be authorized to install a heating plant for the holdover cell of the jail down stairs and the womans cell up stairs. Motion carried. The returns of an election held en Nis 7th 1916. for the issueance of $15,000.00 bends for the purpose of acquiring phblic cemeteries and said returns being opened and canvassed by the Board of Alder- men ahowod the following results, to-wit; RETURNS of an election held on the 7th day-of October 1916, at the Wichita County Court House Voting Boz in the City of ;vicaita Falls, Wichita County Texas, for the purpose of issuance of bonds of the City of Wichita Falls, Texas, for the acquiring of Public Cemeteries, Total number of votes polled in this box, 302. Number of votes polled for issuance of bonds, 275, Number of votes polled against issuance of bonds, 27. The State of Texas, ) City of Aiehita Falls). Motion was made by J W Bradley and seconded by M J Gardner, that a resolution declaring the result of an election held on the 7th day of Nov., 1916, for the issuance of Fifteen ( 15.000.00) Dollars, City of Wichita Falls. Bonds, for the purpose of acquir- ing Public Cemeteries be adopted. Motion carried by the following vote;,J W Bradley, Yea. J A Richolt Yea, J F Reed, Yea, M J Gardner, Yea. Mayor Britain then declared the following resolution adopted. "HEREAS at a meeting of the Board of Aldermen of the City of Wichita Falls, Texas, held on the 16th day of N©vember A D 1916 came on to be considered the returns of an election held on the 7th day of November A D 1916,to determine whether or not the Board of Aldermen of the City of Wichita lls, Texas, be authorized to issue bonds of said City in the sum of Fifteen ($15.000.00) Dollars ;dyable forty (40) years after date with option of redeerming same ' at any time after ten (10) years time, each bearing interest at the rate five per centum (5%) per annum, interest payable semi- annually, and to levy a tax sufficient to pay the interest of said bonds and to create a sinking fund sufficient to redeem them at maturity, for the purpose of ACQUIRING PUBLIC CEMETERIES, in the City of Wichita Falls, Wiand a County Texas, under the provisions of the Charter of the City of Wichita Falls, Texas, adopted Deomber the 4th A D 1913. And it appearing that said election was in all respects lawfully held, and said returns fully and legally made, and that there were cast at said election 338 votes of which 300 were cast '"Fot the issuance of Bonds", and there were east 38 votes "against the issuance of Bonds". It is therefore ordered and declared that the proposition to issue said bonds and levy said tax was sustained by a majority of the qualifiednproperty tax payers voting at said election and that the Board of Aldermen of the said City is authorized to issue said bonds and levy said assessment and collect said tax.
