in regular session an above date for the transaction of the
business of the City and in the absence of a quorum the-meeting

The Board of Aldermen of the City of Wichita Falls, Texas, met •
in regular session on above date,adjourned from Dec 7th, for the
transaction of the regular business of the city with Mayor
A H Britain presiding and with the following _lamed aldermen
present.
J G Bradley, J L Lea, Jr., M J Gardner and J F Reed.
Alderman J A Richolt being absent.
City atty Nutt, City Clerk Skeen, City Engineer Hinckley
and City Marshall Humphris in attendance.
Minutes of last regular meeting were read and approved.
Mayor Britain resorted that the issue of "40,000.00 Street
Improvement Bonds had been deliveoted to tee purcahsers, the
Internatioal Trust Co, of Denver, and that he had received the
par value of the bonds, $40,000.00, a premium of $644.00
together wits interest on the honds from June let 1,�16 to Dec 6th
1816 of $1027.78 ampunting in all to $41671.78 lees exchange
of $41.67 leaving a net balance of $41630.11, which he had
placed in the National Bank of Commerce, the City Depository,
to the credit of City Treasurer J M Walkup; that the city was
due the International Trust Co $8.00 insurance charges and the
National Bank of Commerce $1.78 for stamps, whereup motion was
made by J W Bradley and seconded by M J Gardner that the report
of the Mayor be accepted and approved, that a warrant for $8.00
be drawn in favor of the International Trust Co and forwarded
to them together with the Cahheirs Check deposited with th&Lr
bid for the bonds and that a warrant for $1.78 be drawn and
deliveoted to the National Bank of Commerce. Motinn'carried.
Mayor Britain reported that he had effected with the Ocean-
Accident & Guaranty Corperation, Limited, Employers Liability
Policy No .N' C 139931 and Public Liability Policy No 132622,
whereupon motion was made by J Ci Bradley and seconded by J L
Lea, Jr, teat the action of mayor Britain in securing said
insurance be approved and report spread upon the minutes.
Motion carried.
Dr need, for himself and Mayor Britain reported that a contract
had been entered into and signed with Mr C i' Hughes, as per order
of the Board, for services as Labdscape Architect in the improve-
ment Of Riverside Cemetery; whereupon motion was made by J P
Bradley, seconded by J L Lea, Jr,. and which carried, that the
report be accepted and approved.
ORDINANCE No 232.
An Ordinace granting the Missouri, Kansas & Texas :`y Co, of Texas,
its successors, lessees, assigns and receivers, the right to
construct a standard guage railway track in, along and across
•.'ark street between blocks "A" & "B" of the ^ranger and Bellew
Addition to the City of Wichita Falls, Texas, as is shown by
map or plat thereof of record in the Deed Records of Wichita
County Texas, the loaction of the track being shown by map attached
•
hereto and made a part of tries Ordinance, on motion made by J F
Reed and seconded by M J Gardner, was pat on its third and last
read and apesed by the following yea and nay vote;

Mayor Britain then dedlared Ordinance No 232, granting the M K & T •
Ry Co, of Texas, the right to construct a certain railway thack
along and over dark Street of the Garnger and Bellew addition to
the City of Wichita Falls , Texas, passed on its third and last
reading by the unanimous ♦ote of all the Aldermen of the City
present voting "Yea".

Rage 132. In tke consideration of an Ordinance granting the Panhandle Refining
Co, the right to construct pipe lines over and along certain streets
alleys and public grounds of the City of Wichita Falls, for the
conveyance of fuel oil, Mayor Briatin vacated the chair and Dr Reed,
Mayor Pro-tem, took charge of the meeting; whereupon;
ORDINANCE No' 233.
An Ordinance granting the Panhandle Refining Co, a corperation,
whose principal office is in the City of Wichita Falls, Wichita
County, Texas, a franchise for the construction of pipe lines for
tke conveyance of fuel Oil along and over certain streets and
alleys and public grounds in the City of Wichita Falls, Texas,
was on motion made by M J Gardner and seconded by J W Bradley
put on its third and last reading and passed by the following
Yea and Nay vote; J W Bradley, Yea, M J Gardner, Yea, J L Lea, Jr.
Yea. Recorded in Book 2 Pages 144, 145, 146 and 147. Ordnances.
Mayor Pro-tem Reed, then declared Ordinance No 233, an Ordinance
granting the Panhandle Refining Co,a corperation whose principal
office is in the City of Wichita Falls, Pichita County, Texas,a
franchise for the of pipe lines for tke conveyance of fuel oil
along and over certain streets and alleys and public grounds of
the City of Wichita Falls, Texas, passed on its third and last
reading by a vote of all the Aldermen of the City present voting
"Yea".
Motion was made by J F Reed and seconded by J L Lea, Jr., that
an account in favor of the Eureka Fire Hose Manufacturing 0o,
of New York, of.;' 01100.00, for 1000 feet of hose be allowed and
ordered paid. Motion carried.
Motin was made by Dr Reed and seconded b;, M J Gardner, that
Collector"H F Robertson be paid 51.04, 5% commission on 01020.75
Sewer collections. Motion carried.
Ordinance No 236.
An Ordinance regulating the sale acid keeping for sale of Meats,
Fish, Game, Poultry and prddudts;thereof, was, on mtoin made by
J F Reed and seconded by J W Bradley, put on itd first reading
and passed by the following "Yea" and "Nay" vote;

Mayor Braitain then declared Ordinance No 235, an Ordinance regu-
lating the sale and keeping for sale of Meats, Fish, Game, Poultry
and products thereof, passed on its first reading by the vtte of all
the Aldermen of the city present voting, "Yea".
Ordinance No 236s
An Ordinance regulating the preparation and sale of Food Products
in Restaurants, Cafes and Delicatessens etc. was, on motion made
by J W Bradley and seconded by J L Lea, Jr, put on its first
reading and passed by the following "Yea" and "Nay" vote;

Mayor Britain, then declared Ordinance No 236, an 0atdinance regu-
lating the preparation and sale of Food Products in Restaurants,
Cafes and Delicatessens, passed on its first reading by the
Unanimous vote of all the Aldermen.of the City present voting, "Yea".

Falls, Texas, its organization and defining its powers and duties,
was, on motion made by J Pr Bradley and seconded by a J 'ardher,
put on its first reading and passed by the following "Yea" and '.'.Nay"

Mayor Bratian then decalred Ordinance No 237, an Ordanance creating
a Board of Health for the City of aichita Palls, Texas, its organi-
zation and defining its powers and duties, passed on its first
reading by the unanimous vote of all the Aldermen of the City present
voting, Yea.

An Ordinace with reference to Communicable Diseases, Notification of
Cases, ',uarentine, Isolation, Disinfection, School Attendance of
cases and Contact, was on mtoion made by M J Gardner and seconded
by J W Bradley, put on its first reading and apssed by the following
"Yea" and "Nay" vote; J W Bradley, Yea. J F Reed, Yea. M J Gardner,
Yea. J L Lea, Yea.
Mayor Britaid"tken declared Ordinance No 23'B, an Ordinance with
reference to Communicable Diseases, Notification of Csaes, Quarantine,
Isolation, Disinfection, Scholl Attendance of Cases and @ohtact,
passed on its first reading by a vote of all tie Aldermen of the City
present voting Yea.
