The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on aboveddate with Mayor A H Britain, pre- ,�"/'J siding and with the following Aldermen present, to-wit; pre- ')_. J F Reed, J A Richolt, M J Gardner and J L Lea, Jr. J W Bradley, Alderman, absent. City Engineer Hinckley, City Clerk Skeen, City Atty Nutt and City Marshal Humphris in attanddnce� Minutes of last regular meeting were read and approved. J A Richolt moved that the current bills against the City, as 0 lid by the Finance Committee, be allowed and ordered paid, and that the Street Fund be credited and the other Funds charges. with feed and labor as follows; Credit Street Fund and charge Sewer Fund. Feed for 6 mules one month at $15.00 per month each, $90.00 Feed for one horse for one month at $12.50 per month. 12.50 Putting in sever west of Kemps residence. One team 24 days at $1.50 per day. 36.00 One prisoner 5 days at 601 per day, 3.00 Putting in sewer at river, One team 7!- days at *1.50 per day, 11.25 Credit Street Fund and charge Gen Fund. Feed for one horse one month at $12.50-,, per month, 12.50 Feed for stock in Pound, 1.50 Credit Street Fund and charge Park Fund. Mr Staley Field and a committee of ladies and gentlemen of the city composed of Jddge-Carrigan, Mr.H L Hunter,-Mesdames A H Carrigan, J A Kemp, Chas R Hartsook, C W Snider and Wiley Blair Pro; before the Board of Aldermen to discus with the Board the proposed gift to the City of e Public Library as made by Mr fl. J A Kemp. Mr Field, as spokeman for the committee made the ti,AP statement that the offer as made by Mr Kemp of his old home place at the corner of Ianiana Ave. and 12th Street for a p Library Building had been fully considered by Mr Kemp and those interested in the proposal and the conclusion had been reached that a new building at a more convenient location would be much more acceptable and suggested Lamar Park and its many advantages for a site, saying Mr Kemp agreed to expend25.000.00 in the erection of a Public Library Building if the Board of Aldermen would consent to the location of the building in Lamar Park;.whereupon Dr Reed moved that Mr Kemp be granted permission to erect a Public Library Building in the center of Lamar Park, which.was seconded by J L Lea, Jr. , and___ said motion carried unanimously. J A Richolt moved that Geo Gilham be granted a leave of absence from duty as a policeman for ten days beginging Jany 20th. which was seconded by J L Lea, Jr and carried. M J Gardner moved that the Mayor and City Clerk be authorized to make a selection of and have printed the $15.000.00 Cemetery Bonds, which was seconded by J A Richolt. Motion carried. Motion was made by J A Richolt and seconded by J L Lea, Jr, that Dr Reed be authorized to purchase the necesaary rods for use in the cleaning of the sewer lines. Motion carried. Motion was made by Dr Reed and seconded by J A Rioholt, that Mr Lea be authorized to place street crossings taken off of 8th Street at such places as he deemed them most..8eeded. Motion carried.
